Dear Parents and Guardians,
The Monmouth County Vocational School District is proud to offer students the opportunity to earn both the New Jersey State Seal of Biliteracy and the Global Seal of Biliteracy.
The New Jersey State Seal of Biliteracy is an honor awarded by the New Jersey Department of Education to recognize students who demonstrate proficiency in two languages. Students must achieve Intermediate Mid proficiency (Level 5 or above) in all four modes of communication: listening, speaking, reading, and writing.
Additionally, students who earn a score of 5 or higher in all four modes through the same assessment will also qualify for the Global Seal of Biliteracy without needing to complete a second test.
To determine proficiency in a World Language, the Monmouth County Vocational School District uses the Avant STAMP™ (Standards-based Measurement of Proficiency), an online, computer-adaptive assessment that measures reading, writing, listening, and speaking skills.
Students demonstrate English language proficiency by meeting New Jersey English Language Arts graduation requirements. Students awarded the Seal of Biliteracy will receive a seal affixed to their diploma and will be recognized with a graduation cord. Students may also choose to include their STAMP assessment results on college applications or résumés.
Students with a cumulative average of 92 or higher in their World Language course are eligible to take the assessment during their junior or senior year.
The Monmouth County Vocational School District prides itself on providing students with practical and globally relevant skills that support success in higher education, future careers, and beyond. The Seal of Biliteracy reflects students’ dedication to language learning while celebrating multiculturalism and global citizenship.
