Educational Leadership Program Description (video)
The administrator licensure program at Concordia University is conducted as an online cohort program from beginning to end, with start dates in September and March. The Minnesota Board of School Administrators (BOSA) approved the degree program, meeting all Minnesota Administrative Rule 3512 requirements. Students applying for the Ed.S. licensure program must meet all Concordia University and Department entry requirements. The graduate credit tuition continues to be $415 without any additional fees.
The Ed.S. Educational Leadership Administrator Licensure program for a K-12 Principal, Superintendent, and Director of Special Education License in Minnesota at Concordia University includes eight (8) three-credit online synchronous courses and six credits of asynchronous internship courses for a total of 30 graduate credits. The Internship courses are designed to meet the 320 hours required in the Minnesota Rule. The program is typically completed within 17 to 24 months. The final steps in the licensure program to meet the requirements of Minnesota Rule include a digital portfolio and a situational observation panel interview demonstrating that the competencies in Minnesota Rule have been met. The resulting degree is an Ed.S. in Education Leadership. Candidates completing their Ed.S. Education Leadership at Concordia University can apply to the Professional Educator Licensing and Standards Board (PELSB) for their Minnesota public school administrator license.

As an approved Minnesota Board of School Administrators (BOSA) preparation provider, our program is intentionally designed to meet all components of Minnesota Rule 3512, which governs the preparation and licensure of public school and district administrators in Minnesota. This includes the full scope of leadership competencies, ethical responsibilities, cultural responsiveness expectations, evaluation standards, and the internship and assessment requirements necessary for principal, superintendent, or director of special education licensure.
While we proudly welcome students from public, charter, private, and parochial school settings, it is essential to note that our licensure standards, coursework, internship expectations, and assessments are aligned with the leadership of Minnesota public schools and districts. Candidates from private or parochial contexts can fully complete the degree and licensure program; however, their preparation will focus on the competencies, policies, and expectations required for effective leadership within the public-school system.
