About the PEER Network

Background

In the fall of 2023, the Arkansas Public School Resource Center (APSRC) was awarded its second Teacher and School Leader (TSL) grant provided through the U.S. Department of Education.  The purpose of the TSL grant is to assist States, local educational agencies (LEAs), and nonprofit organizations to develop, implement, improve, or expand comprehensive Performance-Based Compensation Systems (PBCS) or Human Capital Management Systems (HCMS) for teachers, principals, and other School Leaders (educators) (especially for educators in High-Need Schools who raise student growth and academic achievement and close the achievement gap between high- and low-performing students).  The APSRC TSL grant is enacted in partnership with Crowley’s Ridge Education Service Cooperative (CRESC) through Promoting Educator Effectiveness in Rural Arkansas, the PEER network.  

Layers of Leadership

The Layers of Leadership represents our theory of action. The center of the Layers of Leadership begins with self-efficacy.  As we move outward, we see how our leadership develops through connections with others and into our educational systems.  Disposition, Information to Knowledge, and Practice to Automaticity span across all four layers.  These components are essential to all layers of leadership.

We believe that:

• If teacher leaders and school leaders embrace a disposition of curiosity, vulnerability, and self-efficacy,

• Cultivate belonging for others and themselves,

• Transform information into knowledge, practice to automaticity, and reflect on personal growth,

• Connect authentically with others to multiply knowledge, skills, and experiences, and 

• Thoughtfully create and follow action plans to foster and facilitate change;

• Then the collective effort will lead to the development of collective efficacy, increased student learning, and increased teacher satisfaction.
