This Final Technical Report presents the results of the gender-responsive consultancy implemented under the Sustainable Technologies for Adaptation and Resilience in Fisheries (STAR-Fish) Project. The consultancy was undertaken by EnGen Collaborative under the leadership of the Caribbean Regional Fisheries Mechanism (CRFM), with funding from Global Affairs Canada (GAC), to strengthen evidence, capacity, and planning frameworks in support of a just, gender-responsive transition to clean energy in the Caribbean fisheries sector.
The gender-responsive consultancy of the STAR-Fish Project, titled “Technical support to gender-responsive capacity building and improved understanding of gender and social issues to transition to clean energy fisheries”, is progressing steadily toward its objectives. Implemented by EnGen Collaborative, under the guidance of the CRFM, and with funding from Global Affairs Canadam the consultancy aims to strengthen evidence, build institutional and stakeholder capacity, and support a just transition to clean energy in the fisheries sector, for the benefit of all Caribbean people.
This brief outlines the evidence base in the region of the energy use issues and impacts, and the relevant gender-differentiated components. It follows with the broadscale positive benefits a just energy transition can provide from individual fisherfolks’ safety and livelihoods, to community health and well-being, and for the entire region of large-ocean nation states’ resilience. Guiding principles establish a strategic and cross-cutting framework for advancing opportunities that are grounded in the context and needs of the region for a just and inclusive energy transition.
These Gender Action Plans (GAPs) provide a framework to ensure that national fisheries authorities commit to leading inclusive processes and coordinated actions that promote rights, participation, and empowerment—so that the transition toward sustainable and low-carbon fisheries leaves no one behind and delivers equitable benefits for fishing communities and the wider economy.
