Acest document a avut ca scop sa ajute tarile sa elaboreze politici moderne si eficiente dedicate realizarii de competente TIC ale PROF. Documentul UNESCO subliniaza ca, nu este de ajuns pentru cadrele didactice de a avea competente in domeniul TIC, ci trebuie sa fie capabile se le transmita elevilor. Profesorii trebuie sa fie in masura sa ajute elevii sa colaboreze, sa rezolve probleme concrete, sa dovedesca creativitate in utilizarea TIC, astfel incat, sa se integreze efectiv in societate si in campul muncii. “...A new survey from the Bill & Melinda Gates Foundation has found that 40 percent of the professors surveyed use or are interested in using innovative techniques and technologies. But of that 40 percent, only half—or 20 percent of the overall survey sample—have actually used them.

…One of the most-adopted new approaches, according to the sample, is the flipped classroom, with 29 percent of respondents saying they had tried it. Free course content also ranked relatively high, at 27 percent adoption.
