Title I is a federal program that provides funding to schools to help ensure all students have access to a high-quality education. As part of this work, districts and schools in Kentucky develop annual family engagement policies and school-home compacts that outline how educators and families will partner to support student learning. These documents describe shared expectations, communication practices, and opportunities for families to be involved in their child’s education. The information below provides an overview of these requirements and how our district works with families to strengthen student success.

Below you will find the district’s Title I, Part A Parent and Family Engagement Policy along with each school’s policy. These documents outline how we partner with families to support student learning, communicate effectively, and create opportunities for meaningful engagement. They also describe the responsibilities shared by schools, families, and the district to ensure all students receive the support they need to be successful. Each policy is reviewed and updated annually to reflect current needs, expectations, and feedback from families and staff.
SCHOOL-HOME COMPACTS
As part of our commitment to strong family engagement under Title I, Part A, each school in our district develops a School–Home Compact that outlines shared responsibilities for student learning and success. These compacts reflect a partnership between families, educators, and students, and help ensure that everyone works together to support academic achievement. Below, you’ll find links to each school’s compact so families can stay informed and engaged throughout the school year.

TITLE I FAQ & RESOURCES
Title I, Part A of the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA) provides financial assistance to local educational agencies and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards.
The program provides supplemental resources to help ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education.
All schools in CIPS have Schoolwide Title I Programs.
Schoolwide programs are designed to generate high levels of academic achievement for all students, especially those most in need of additional support. All staff, resources, and classes are part of the schoolwide program, and it serves all the children in a school.
Schoolwide programs have more freedom in organizing operations and allocating funds. They do not have to identify eligible students or track funds separately. Schoolwide schools can improve systems and practices and embrace high-quality curriculum, creating and implementing a comprehensive plan to ensure all students meet the state's challenging academic standards. Schools qualify for Title I Services based on the percentage of students from low-income families during the previous year.
There are three core components required by statute for effective implementation of a schoolwide program: conducting a comprehensive needs assessment, preparing a comprehensive schoolwide plan, and annually reviewing and revising, as necessary, the schoolwide plan.
The continuous improvement process through KDE provides a framework for developing the Comprehensive School Improvement Plan (CSIP). The CSIP serves as the Title I Plan. Individuals may request a copy of the Schoolwide Plan and/or it may be found on the school’s website.
Typically, Title I funding is used to support the following:

Assessment resources
Class size reduction and instructional support (Additional staff members)
Teacher Professional Development
Parental Involvement
District Instructional Coaches
If caregivers have input on ways to use Title I funds to support student learning and parental involvement, please contact the school’s Title I Liaison or the district Title I Director.
Emphasize the importance of school by showing interest in your child’s learning and celebrating their progress.
Talk with your child about school each day and ask questions about what they are learning and how they are feeling.
Read all school-to-home communications, including newsletters, notes, emails, and important notices.
Support your child with homework by providing encouragement, structure, and a quiet place to work.
Maintain regular communication with your child’s teacher through:
Phone or in-person conferences
Classroom or school social media pages
Volunteer when you are able—whether in the classroom, at school events, or through family engagement activities.
Connect with the school’s Family Resource/Youth Services Center (FRC/YSC) for additional support, resources, and opportunities to be involved.
Follow the school’s social media platforms to stay informed about special events, celebrations, and important updates.
Attend school events such as Open House, student performances, and FRYSC-sponsored activities.
Check the school calendar regularly for upcoming events, deadlines, and family engagement opportunities.
Join a school committee to help support school initiatives and decision-making.
Run for your school’s SBDM Council to take an active role in shaping school policies and improvement efforts.
Attend Covington Board of Education meetings to stay informed about district priorities and decisions.
The Parent Involvement Policy outlines how the school supports and partners with families in their child’s education. All schools that receive Title I funding are required to have a Parent Involvement Policy.
Policies are reviewed and updated by the Parent Involvement Committee, which includes parents from the school. Policies are approved by the SBDM Council.
Caregivers should receive a copy annually, and policies are also available on the district site linked above.
The School–Family Compact (also known as the School-Home Compact) describes how parents, students, and school staff share responsibility for supporting student academic achievement. It outlines how the school and families will work together to help students meet the Kentucky Academic Standards.
Compacts are reviewed and updated annually based on feedback from caregivers. Compacts are also reviewed by the SBDM Council at each school.
Annually, caregivers will participate in a discussion about the compact with their child's teacher. The caregiver, teacher, principal, and student will be asked to sign the School–Family Compact.
Covington Independent Public Schools values the opportunity to talk with caregivers about their child’s education. During parent–teacher conferences, school staff will review the School–Family Compact and discuss the following:
Grade-level expectations (Kentucky Academic Standards)
Standards Family Guides to help you understand what your child is learning
An overview of the grade-level curriculum
Your child’s academic assessment results and overall progress
Ways you can be involved in your child’s education, including:
Strategies to support learning at home
Opportunities for your questions, input, and feedback
At-home resources available for you and your child
