The Senate is considered a body of greater deliberations than the House of Representatives, the number of Senators is less than that of Representatives and its members remain in office for a longer period, thus allowing a more collegial and not so partisan , in this way it remains further from public opinion than the Chamber.

The Senate has several exclusive powers, which are listed in Article One of the Constitution of the United States; the most significant is that the President can not ratify international treaties, with rare exceptions, can not make important appointments of authorities (the most important being the ambassadors, members of the federal judicial power, including the Supreme Court and members of the Cabinet) without the consent and advice of the Senate.
