At the beginning of the year, identify case managers for students with disabilities or who are in the referral process and direct case managers to assign their own caseloads in ECATS. Follow up to ensure all students have the correct manager assigned.

Review EC students at your school in ECATS on a regular basis, and assign a case manager within 2 days of student enrollment. It is the CF’s responsibility to assign case managers to new students as they enroll after the 10th day of school.

Establish procedures for IEP notification at the beginning of the year to all general education teachers and as IEPs are updated. Ensure that all case managers have given appropriate staff access to each EC student’s IEP by adding them to the student's IEP team.

Establish procedure for annual distribution and documentation of the Handbook of Parent’s Rights.

Oversee the initial eligibility process ensuring all assessments are completed to meet the 90-day timeline, including evaluations for private school students (PPPS). CFs should be the case manager for all PPPS students in the referral process.

Monitor status of case managers meeting timelines for all annual reviews and reevaluations.

Ensure progress monitoring data is available and progress reports are disseminated with report cards.

Manage out-of-state transfer student process. CFs should be case managers for all out-of-state transfer students and enter their names in Transfer Student Database.

Verify that all required documents are filed in all students’ EC folders and ECATS on a quarterly basis or before students transfer to another school.

Review ECATS for compliance symbols/status as well as information in compliance reports to ensure actions are taken to meet deadlines/due dates and correct noncompliance.

Collaborate with EC Dept. to address legal cases when needed.

Train and support school staff in compliance issues and paperwork completion.

Communicate with MTSS teams and administrators to ensure students being referred to EC have all required components to enable IEP teams to determine eligibility.

Ensure that all teachers and support staff in your building have viewed the video on Child Find. This is an annual requirement.

Train and support EC staff to ensure that all appropriate assessments and allowable accommodations are documented on each student’s IEP and communicate with the School Testing Coordinator regarding discrepancies.

Ensure all IEP meetings have someone assigned to take notes and that notes are filed in a central location that maintains confidentiality within 24 hours of the meeting.
