At the beginning of each year, the PABD staff meets to discuss the goals that guided the previous year and develop goals for the coming year. These goals are intended to be a review of internal processes, incorporate the latest planning, building and technology trends and identify gaps in data, policies and processes. The goal of the PABD staff goals is to go beyond the day-to-day operation of the department and have a broader, positive impact on the city as a whole. You will note that several goals carry-over from year to year or are modified to begin the next phase of accomplishing the over-all goal.
The PABD staff developed the following goals for the 2024 calendar year:
Specifically, push out the use of Citizenserve making more of the features "live" for the public to utilize and transition to online permitting, landlord registration, contractor registration and Plan Commission and BZA petitions.
Specifically, work towards having staff attend yearly trainings, maintain certifications and expand knowledge in their respective field. Based on a recent Building Code Effectiveness review of the department, there will be a larger emphasis to get the Building Department staff into more trainings and moving towards certifications of these individuals.
Specifically, work towards having a standard operating procedure for internal processes and align building department applications and policies with the City of Shelbyville Code of Ordinances. Based on a recent Building Code Effectiveness review of the department, it has been recommended to formalize the policies and procedures of the department in a Standard Operating Procedures Manual. This would improve our future effectiveness reviews, and in turn improve the community's ISO rating.
Specifically, develop more outreach opportunities to share information about the department, permit requirements, development processes and components of the new Citizenserve platform as it is brought on-line. In addition update the Department website to make it more "customer-friendly".
Specifically, work to ensure the Articles of the Unified Development Ordinance are aligned with each other and updated to provide the best quality of community development. In addition, look at adding a new residential zoning district that incorporates Historic Residential structures in Shelbyville. In 2024, this will include updates to the Floodplain Standards, and investigating the use of a Property Maintenance Code.
Specifically, update all Plan Commission and BZA application packets and review the fee structure to ensure we are both competitive and business-friendly, but also properly charging for the real costs associated with the administration of our services.
Specifically, continue to be a good community partner to local non-profits throughout the city and better coordinate our efforts to achieve shared goals.
Specifically, continue with the classification of ETJ areas and set a goal of completing the remaining areas this calendar year.
Specifically, identify gaps in data and coordinate collection of data to make better, data-driven decisions in the future.
