INTRODUCTION
THE CIVIL ENGINEERING LAW
Republic Act No. 544, or the Civil Engineering Law, is the act that regulates the practice of civil engineering in the Philippines through the Civil Engineer Licensure Examination.
The practice of civil engineering, according to this Act, involves services in the form of consultation, design, preparation of plans and specifications, estimates, erection, installation and supervision of construction of:
Streets, Highways, and Railroads,
Bridges,
Airports and Hangars,
Port Works, Lighthouses and Dry Docks,
River and Shore Improvements,
Buildings,
Fixed Structures for Irrigation, Flood Protection, Drainage, Water Supply & Sewerage Works,
Tunnels,
Demolition of Permanent Structures
CIVIL ENGINEER LICENSURE EXAMINATION
The Civil Engineer Licensure Examination is a technical examination required for BSCE graduates to practice Civil Engineering. It is usually conducted twice a year on the month of May and November.
To pass the licensure examination, the examinees must acquire the average rating of not be less than 70% with no rating lower than 50% in any given area.
THE SCOPE OF THE EXAMINATION
The examination comprises of three (3) main areas, usually given for two (2) days, with the following coverage:
Mathematics, Surveying and Transportation Engineering (35%)
1.1. Mathematics
Algebra and Trigonometry;
Analytic Geometry;
Solid Mensuration
Differential and Integral Calculus;
Differential Equations;
Engineering Economy;
Probability and Statistics; and
Engineering Physics
1.2. Surveying
Highway and Railroad Surveying; and
Advanced Surveying;
1.3. Transportation Engineering
Design and Construction of Highways and Railroads;
Piers or Ports; and
Wharves
Hydraulics and Geotechnical Engineering (30%)

Buoyancy and Flotation;
Relative Equilibrium of Liquids;
Hydrodynamics; and
Water Supply
2.2. Geotechnical Engineering
Soil Properties and Classification;

BEST PRACTICES
STRICT IMPLEMENTATION OF CURRICULUM AND HIGH QUALITY INSTRUCTION
Adherence to full coverage of courses indicated in approved course syllabi;
Assignment of teaching load along specialization/expertise of faculty;
Announced and unannounced classroom observation/visit;
Evaluation of students' academic progress and adherence to retention policy; and
Review of examination questionnaires to check adherence to guidelines and ensure higher-order test items.
HIRING OF QUALIFIED, COMPETENT, DEDICATED AND COMMITTED FACULTY
Faculty in the BSCE Program are at least Master's Degree holders;
Having sufficient industry experience;
With adequate teaching experience;
And fully dedicated and committed to wholistically train their students.
PRAYER, FINANCIAL AND MORAL SUPPORT
It has been the tradition in the Civil Engineering Department to hold Prayer Rallies as spiritual support for the BSCE graduates who would be taking the Licensure Examinations.
A Prayer Rally would usually commence a month before the scheduled examination. Thereafter, all BSCE students and faculty participate in the 9-o'clock Prayer Time for the examinees until the release of the result.
The prayer support to the examinees has been proven effective as it boosts their morale and strengthen their faith in God. Through this activity, we have proven the power of collective prayer by God's outpouring of blessings upon the examinees.
Another practice in the Civil Engineering Department, which has the full support of the Administration, is the annual raffle/ fund-raising activity of the BSCE graduating class. Net proceeds of this activity are intended to help with the financial needs of our graduates for their six-month review class in Cebu City.
In addition, faculty and staff of the College, and the alumni contribute financially to gather funds for the meals of the examinees during the two-day exam.
Faculty, then, are officially sent to Cebu City to give moral support to the examinees during the examinations.

THANKSGIVING CELEBRATION
For the November 2019 CE licensure performance when CHMSC was awarded as the Top 1 Peforming School in the country, the Thanksgiving Celebration was held on January 22, 2020 at the La Proa Ballroom of L'Fisher Hotel, Bacolod City. The approved budget for this event is Php 100,000.00.
For the performance in the Nov. 2021 CE Licensure Exam, the Thanksgiving Celebration was held on December 30, 2021 at Sugarland Hotel, Bacolod City. The approved budget for this event is Php 160,000.
The College of Engineering and the Civil Engineering Department is truly grateful to all members of the BSCE community for its achievements in the Civil Engineer Licensure Examinations for the past 14 years.
