Extension and Community Services Framework
Extension, as defined by CHED is the act of communicating and transferring knowledge and technology to specific sectors and target clienteles (as distinguished from those enrolled in formal degree programs and course offerings) to enable them to improve production, community, and/or institutions effectively, and quality of life, at the same time, enhance the HEI’s academic and research programs (CMO No. 8, s. 2010) In the context of HEIs as producers of knowledge or hubs of innovations, the extension has also been defined by CHED as the systematic transfer of technology, innovation or information generated by HEIs and its partners (communities, business, and industry) to seek solutions to specific development concerns (CMO No. 52, s.2016).
By its nature and function, extension and community are geared toward helping people by empowering themselves through high-impact sustainable programs and sustainable community development. The implementation of programs and projects is based on the needs assessments conducted and gathered by the implementers to identify strategies or interventions to address the problem or need of the community.
In addition, the extension programs support all community engagements with the students, faculty, non-teaching personnel, and administration involvement. An extension program consists of a planned series of activities to address a particular development problem and create a more significant change in people uplifting the quality of life. It also extends its door to agencies wanting to collaborate with the institution.

OBJECTIVES
Organize through participatory needs assessment and planning, development programs/projects that reach out to communities in need, especially those that are depressed and underserved;
Promote the transfer of research-based knowledge and technology in the communities;
Provide consultancy services, technical assistance, non-formal education, and training to partner communities, schools, industries, NGOs, LGUs, and other stakeholders.
Support/facilitate extension activities on environmental conservation and protection and disaster-preparedness;
Facilitate multi-stakeholder engagement in all community programs and services
Enhance the capability of service providers/teachers for effective delivery of services and technologies;
Create Agri-Eco-Tourism Opportunities; and
Formulate and implement an effective mechanism for planning, policy-making, financing, management, monitoring, and evaluation of extension programs of the institution.

EXTENSION AND COMMUNITY SERVICES MANUAL
Carlos Hilado Memorial State College has an existing Extension Manual that was endorsed by the Board of Trustees with Resolution No. 20 s 2021. The manual was then recommended and subject to revision.
Through the effort of the members of the Research and Extension Council of the institution, the manual was reviewed and revised so that the provisions stated in the manual will surely align with the National, Regional and Local Thrust of the government, VMGO, College Code, and research agenda of the institution.
Extension and Community Services Agenda
The Extension Agenda of the institution was based on the Harmonized National Research and Development Agenda of 2017-2022, National Higher Education Research Agenda-2 (NHERA 2), and Sustainable Development Goals of the Philippines 2030 (UNDPP). This is to ensure that the extension programs/projects implemented and the transfer of technology conducted to the community by the office of extension is aligned with the institutional research agenda and a product of the research of both faculty and students.
The Extension thrusts and priorities should be based on the institutional, provincial, regional and national thrusts such as those set by the Province of Negros Occidental, Western Visayas Regional Development Council, and NEDA. It should integrate the Sustainable Development Goals (SDGs) and the Ambisyon Natin 2040.
A unified framework for peace and prosperity for people and the planet, both now and in the future, is provided by the 2030 Agenda for Sustainable Development, which all United Nations Member States accepted in 2015. The UN 17 Sustainable Development Goals (SDGs) is an urgent call to action for all developed and developing nations in a global partnership, which are at the center of it. They understand that combating poverty and other forms of deprivation requires policies that enhance health and education, lessen inequality, promote economic growth, combat climate change, and fight to protect our oceans and forests.
The ECS Division falls under the Office of the Vice-President for Research and Extension. Its main task is to initiate, implement, integrate and coordinate the extension activities of the different campuses/units of the college. These extension activities are geared towards improving instruction, institutional governance, and the living conditions of the clientele and community it serves.

"Bottle-Net Life Jacket: A floatation device for every family"

Flooding is a significant problem in the Philippines. Typhoons can occur anytime, leading to massive loss of life and property. 29.1 million of our people, or approximately 5.82 million families, are exposed to significant flood risk and have no defense.
Yolanda (international name Haiyan), the strongest typhoon to make landfall then, left the Philippines with more than 6,300 people dead in November 2013, and Tropical Storm Sendong (international name Washi) left 2,546 fatalities in December 2011, according to DOST - Project NOAH. Recent super typhoon Odette (international name RAI) devasted the southern part of Negros, leaving 49 confirmed dead. Most of those died drowning in floods, according to the city government of Sipalay.
The College of Industrial Technology, where Civil Engineering Department belongs, recognizes Purok Sigay, Catabla Baybay, Brgy. Zone 3, Talisay City in Negros Occidental as a community partner. Brgy. Zone 3 is a coastal fishing community and a catch basin of garbage from the upstream barangays. A coastal barangay of Talisay City with 1,911 families (equivalent to 6,496 people with 2,232 males and 4,264 females) with approximately 25% children, 35% adult women, 2% PWD, and 5% are elderly, according to the barangay demographic survey. This barangay is said to be highly flood susceptibility based on the Talisay City flood hazard map.
In October 2017, the TUKLAS (Tungo sa Kahandaan ng Pilipinas) Innovation Labs held a nationwide search for disaster preparedness that welcomed every Filipino innovator that would be granted with a seed fund to test and refine their ideas. “TUKLAS is about finding Filipinos, especially the marginalized who may have found solutions based on experience with disasters but have no one listening to them.” said Angelo Hernan Melencio, Consortium Manager of TUKLAS Innovation Labs (a non-government organization consortium by Plan International, CARE International, Action Against Hunger, Citizen’s Disaster Response Center supported by UK Aid, Start Network and CDAC Network). “We have designed this call for this innovation in a way where even children and youth could join,” Melencio added.
The CHMSC Tuklas Innovation Team responded to the call of the consortium and submitted a project proposal entitled "Bottle-Net Life Jacket." The project was selected as one of the innovations nationwide to be funded for 1 million pesos to be piloted in a partner barangay for one and a half years.
In January 2021, Start Network called for scaling up, and CHMSC Tuklas Team submitted a proposal for one-year implementation for the mass production and distribution of the life jackets in the most flood-affected communities and to promote, advocate and campaign for the project in the different LGUs in Negros Occidental especially in the Southern Negros considered as tsunami-prone communities. An additional fund of approximately 1.5 million pesos was granted in December 2021 to scale up through Start Network – UK from Save the Children Netherlands. The project will be advocated in the Department of Education’s Climate Change Adaptation (CCA), and Disaster Risks Reduction and Management (DRRM) subjects to educate and train children to survive when faced with water-related calamities. The project is considered “a lifeline from floating waste: a social enterprise to save lives, generate income, and clear up the coastline."

Gervacio Makilan Elementary School is situated at Purok Mainuswagon, Barangay Canlandog, Municipality of Murcia, with a total population of 3,786 with 1,205 Households as of the latest enumeration conducted by the Philippine Statistics Office (PSA) and has a total land area of 3,446.60 hectares. The Barangay Canlandog is one of the barangay in the Municipality of Murcia. Elevation at these coordinates is an estimated 889.0 meters or 2,9166 feet above mean sea level. Located in the Northeastern part of Murcia. Situated at the foot of Mt. Canlandog. Approximately 18 km. away from the town proper. Brgy. Canlandog has 12 puroks and sitios. These includes Purok Mainuswagon, Purok, Maipayon, Purok Halandumon, Purok Tunay, Purok Paho, Purok Benedicto, Hda. Paz, Sitio Monarch, Sitio Antawan , Purok Lopues, Hda. Mary and Had. Nato. Gervacio Makilan Elementary School has 9 female teachers headed by Mrs. Irene T Española. The school was covered by a perimeter fence with 50% of its total area. The total school population is 250 learners as of February 2021.
Since the area of the school and the barangay is on a steep slope location, and according to the Preliminary Detailed Geohazard Map of the Municipality of Murcia, the Barangay and the school is in a moderate landslide area. In 1991 the said hazard happened where in the muds and stones flows and it caused minor to school. It also triggered the people to evacuate to the nearest barangay since Brgy. Canlandog is not safe when the hazard occurs. Learners were already aware of the emergency contact numbers and people to tap during emergencies, especially school personnel, Barangay and Municipal DRRM.
The project’s main objective is to respond to the imminent collapse by soil erosion of the perimeter fence in the front portion of Gervacio Makilan Elementary School by constructing a soil retaining structure (riprap) using Enviro-blocks to prevent the disaster that endangers the life of the pupils and teachers.

CHMSC Tuklas Innovation Team conducted barangay visits in Brgy. Zone 3 to perform a demographic survey along the coastline and river systems community. Purok Sigay, Catabla Baybay was recognized as the barangay that was ideal for the project, "a personal floatation for every family. The barangay is flood-prone, and plastic garbage was found along the shores and fishing community. A site visit identified a focal person as the community's prime mover. An interview with the residents followed the needs assessment meeting conducted by the CHMSC Tuklas Innovation Team and faculty from the College of Industrial Technology. A Focus group discussion together representative from Tuklas Innovation Labs and residents from Prk. Sigay, Catabla Baybay, Talisay was done. As the need, especially in disaster preparation was identified, a fixed obligated grant agreement between CHMSC and Plan International, through the Tuklas Innovation Labs, was organized to pilot the project Bottle-Net Life Jacket as a personal floatation device. Activities such as MOA signing and the importance of mangroves and coastline were conducted, and other activities followed relative to the project. Attendances in the activities were taken to see and monitor residents who diligently attended the activities conducted by the Team.
