What Does Literacy Intervention in CCSD Look Like?

Charleston County School District utilizes a Multi-Tiered System of Support (MTSS) framework to support the needs of all students. The MTSS framework for literacy begins with core instruction that is strong in foundations of literacy and differentiated to meet the needs of all types of learners.


CCSD's approach to reading instruction is rooted in the 5 Essential Components of Reading Instruction: explicit instruction in phonemic awareness, systematic phonics instruction, methods to improve fluency, strong vocabulary instruction and effective strategies to enhance comprehension.

The 5 Essential Components of Reading Instruction

  • Phonemic Awareness: Phonemic awareness refers to the foundational ability to identify and manipulate these phonemes in spoken words. It is also the understanding that the sounds of spoken language work together to make words.

  • Phonics: Phonics is the relationship between phonemes and printed letters. Phonics instruction explains how to use this knowledge to read and spell.

  • Fluency: Fluency is being able to read with automaticity (reading the words at an appropriate rate) and accuracy (reading the words correctly and knowing what they mean), and properly expressing certain words - putting the right feeling, emotion, or emphasis on the right word or phrase.

  • Vocabulary: Vocabulary is a set of words recognized and understood for communication

  • Comprehension: Comprehension is understanding the meaning of what is read through the culmination of all parts of reading instruction and application of comprehension strategies.

CCSD utilizes research-based curriculum to help fill achievement gaps and support readers in accessing grade-level text.
