Enter ALL inputs in LIGHT GREEN FIELDS
Because you will be copying a sheet over to your personal budget, existing users will NOT RECEIVE A WARNING when trying to edit a protected field.
Step 1: Copy to your existing Ultimate Budget

Left-click on arrow next to the COVID-19 sheet on the COVID-19 Personal Budget (Existing Users). Select Copy To => Existing spreadsheet
Find your existing Ultimate Budget Spreadsheet in your Google Drive and click Select
STEP 2: Edit on your existing Ultimate Budget

Find and open your existing Ultimate Budget Spreadsheet in your Google Drive and Edit.
