'Samvad' means dialogue—a thoughtful exchange through which people listen to one another, consider different perspectives and find ways forward together.
CEE Samvad is a programme of the Centre for Environment Education. CEE Samvad promotes inclusive, informed and meaningful public deliberation. It supports opportunities for people from diverse backgrounds to understand public issues, engage with evidence and different perspectives, discuss choices and trade-offs, and develop considered recommendations.
Civic decision-making today faces complex challenges ranging from climate change and urban development to social equity and public trust. India’s constitutional, legal, and policy frameworks provide several avenues for citizens to participate in public decision-making - by sharing suggestions, raising concerns, and registering objections on issues that affect them. Building on these, public deliberation approaches support government agencies by creating spaces for informed and constructive public dialogue. Public deliberations bring diverse citizens together to learn about an issue, discuss it respectfully, and develop considered recommendations.
