Pawnshops are a viable option for purchasing instruments.  See if there is a return policy if it isn't guaranteed to be in working order.  

The cheapest option would be to ask around your neighborhood and check Facebook for deals.  You might be surprised who has a perfectly functional instrument collecting dust in their attics.  Always try to confirm that the instrument is in working order before purchasing.
