"Dr. Clifton S. Tanabe proudly serves as the Dean of the College of Education and Professor in the Department of Educational Leadership and Foundations at the University of Texas at El Paso (UTEP). He holds a Ph.D. in Educational Policy Studies and a Law Degree, both from the University of Wisconsin–Madison. Prior to arriving at UTEP, Dr. Tanabe served as a faculty member and Chief of Staff at the University of Hawaii at Manoa (UHM), where he also Directed the Leaders for the Next Generation program and Co-Directed of the Hawaii Education Policy Center. He started his academic career as an Assistant Professor at the University of Wisconsin – La Crosse (UWL), where he founded and co-directed the Research Center for Cultural Diversity and Community Renewal. His scholarly interests include higher and K-12 education law and policy, educational and political philosophy and educational access, and his publications can be found in Teachers College Record, Philosophy of Education Society, Journal of Inquiry and Action in Education, Educational Change, and Brigham Young University Education and Law Journal. The Texas Reading Academies' Science of Reading training, part of the Texas Reading Leadership (TXRL) initiative, provides educators with a comprehensive, research-based understanding of how children learn to read. Grounded in the science of reading, the training emphasizes the development of foundational literacy skills, including phonological awareness, phonics, fluency, vocabulary, and comprehension. It aligns with the Texas Essential Knowledge and Skills (TEKS) and integrates the latest cognitive and linguistic research to support effective instruction for all learners, including English learners and students with dyslexia. Respect Agreements in Action: Supporting Secondary Classrooms Through Shared Expectation: This interactive session invites educators to explore how respect agreements can strengthen classroom culture through shared expectations and student voice. Participants will reflect on common teaching challenges and experience how collaboratively developed respect agreements foster mutual respect and accountability. The session will model practical strategies to support relationship-building, create a sense of community, and establish a foundation for respectful dialogue and behavior in secondary classrooms.

The MANDATORY annual TSIA2 training for proctors and site managers is a comprehensive workshop that ensures staff are fully prepared to administer the assessment securely and in compliance with state guidelines. This training covers key responsibilities such as test security, voucher creation, student data management, and proper use of the testing platform. It is essential for maintaining test integrity and keeping up with policy or system updates. By supporting accurate and effective test administration, the training helps ensure that students have a fair opportunity to demonstrate their college readiness. Successfully completing the TSIA2 can exempt students from developmental coursework, allowing them to enroll directly in college-level classes—saving time, money, and accelerating their path to a degree.

This training supports Inclusion and Resource special education teachers in writing legally defensible Present Levels of Academic Achievement and Functional Performance (PLAAFPs) and IEP goals that meet IDEA requirements. Teachers will learn how to use data from assessments, observations, and classroom input to create accurate, strengths-based PLAAFP statements and measurable, standards-aligned goals. The session will also cover how to avoid vague language, ensure all documentation is legally sound, and collaborate with general education staff to support student access to the curriculum.
