Area 18 

Area 18 is in the southern state of Texas and includes 30 Navy Junior Reserve Officers Training Corps (NJROTC) & Navy National Defense Cadet Corps (NNDCC) units from the Austin, Uvalde, Laredo , Rio Grande Valley and San Antonio and reaching out to Port Lavaca.  Calhoun High School is part of the Calhoun County ISD.

Commander Bill Hughen is serving as the Navy JROTC Area Eighteen Manager, following six years as the Senior Naval Science Instructor at Flour Bluff High School and 17 years at Richard King and W.B. Ray High Schools in Corpus Christi, Texas. He was commissioned in the Navy in 1979 through Navy ROTC at Texas A&M University after earning a Bachelor of Science in Geography. In 1999, he earned a Master of Science in Educational Technology from Texas A&M University - Corpus Christi. In 2000, he retired after twenty one years of active duty in the United States Navy, where he served as at sea as the Electronic Material Officer and ASW Officer in USS TRUETT (FF 1095), as XO in USS GEMINI (PHM 6), as Strike Officer in USS WISCONSIN (BB 64), as XO in USS KISKA (AE 35), as Chief Staff Officer of MCM Squadron Two, and as CO of USS SENTRY (MCM 3). While on shore duty, he served as the Enlisted Programs Officer at NRD New Orleans, as the Surface Warfare Combat Systems Program Manager for CNET in Pensacola, as both Chief Staff Officer and Commander of RSG Ingleside, Texas, and as Officer-in-Charge of Fleet Support Activity, Ingleside, Texas. CDR Hughen earned the Surface Warfare Officer designation as well as the Meritorious Service Medal, Navy Commendation Medal (six awards), Navy Achievement Medal, Military Outstanding Volunteer Service Medal, and Navy Recruiting Gold Wreath (eight awards). CDR Hughen is married to the former Dianna Duncan, his high school sweetheart, and they have a son, Bill II, a Navy Veteran residing in Seattle, WA, and a daughter, Leah, who resides in Corpus Christi, Texas.
