- Directive: Must be mandatory
- Administered by Trained Professionals: Highly trained teachers working with the students most at risk.
- Teachers, EL, Resource, and Paraprofessionals
- Targeted: Target interventions by the student, the standard, and the learning target, and address the cause of the student’s difficulty in learning.
