The Human Resource Management and Development Section (HRMDS) develops and administers excellent and responsive human resource management by implementing rules and policies regarding recruitment, appointment and separation procedures, performance management, training, professional development, and employee rewards. It is also in charge of rationalizing the manpower and staffing patterns, as well as managing human resource records and database systems.
The HRMD Section is composed of three (3) units, as follows:
Recruitment, Selection, and Placement | Personnel Transactions Unit
Process the recruitment and appointment of all NBDB staff.
Advertise or publish administrative, unfilled posts.
Process all types of human resource actions at NBDB.
Maintain and update employee leave cards by regularly processing daily time records and leave applications.
Process requests for secondment, personal travel authority, limited professional practice, and with a legal decision of suspension.
Issue certifications such as, but not limited to: Certificate of Employment and Compensation; Certification of No Pending Case; and Certification of no LWOP.
Learning & Development Unit | Internship Program | Job Order & COS
Create, plan, and implement development and training courses (including the creation and distribution of relevant training materials).
Evaluate the impact of development and training initiatives at the NBDB and provide relevant recommendations.
Create methods and techniques for evaluating and determining training needs.
Conduct ongoing reviews of various development training interventions to maintain their timeliness and relevance to the changing needs and demands of employees and the working environment.
Facilitate all transactions pertaining to Job Order/Contract of Service personnel.
Serves as focal unit for the administration of Internship program.
Performance Management | Rewards & Recognition Unit
Monitor, consolidate and evaluate performance appraisal reports and other reports from various units/offices and integrate results for aggregative planning
Create indicators for performance targets and unit of work measurements to guarantee effective use of human resources.
Assist employees with grievance procedures related to performance management.
Administer employee benefit and entitlement programs such as, but not limited to: Loyalty Cash Award with Tokens, Regular and Special Monetization, Longevity Pay, Step Increment due to Length of Service, and/or Meritorious Performance.
