Blount County Schools utilizes child find to identify children who may require specialized services from the school system. This may include children who are gifted (having high intellectual potential) as well as students who have trouble seeing or hearing, need special education services, or need supports to learn. It is important to find these children and give them the help they need as early as possible.

A screening checks to see if children are developing and learning the way they should be at their age. The screener uses a variety of tests and observations to find possible problems in the following areas:

Screening sessions are held at the Blount County Schools central office (831 Grandview Dr) throughout the school year. Families who are concerned about how a child is developing can refer the child for a screening by calling the special education department at (865) 984-1212.

Students' vision and hearing are screened during the following school years: Kindergarten, 2nd, 4th, and 8th grades. All students are screened for giftedness in 3rd grade. All students are screened so parent consent is not required.

Any child may be screened at any time when requested by a teacher, parent, or guardian. Individual screenings require parent/guardian consent.

Each school has a team of professionals who help identify children who may need assistance in the classroom. This may include students not achieving on grade level. It also includes students with high academic achievement, creative thinking, and intelligence.

Students attending private schools or being home schooled may be referred for a screening as needed. Call the special education department (865) 984-1212 for a referral.

Based on the screening results, a child may be referred for a more thorough evaluation. A parent/guardian must give consent for a full evaluation and all testing results will be discussed with the family before any placement recommendations are made.

The evaluation results will be discussed with a team (including the parents, child's teacher, school representative, and any other necessary specialists). This team will determine if the child meets eligibility criteria for special education services and will write and Individualized Education Plan (IEP) if appropriate.
