(22) GIFTED AND TALENTED - The term gifted and talented, when used with respect to students, children, or youth, means students, children, or youth who give evidence of high achievement capability in areas such as intellectual, creative, artistic, or leadership capacity, or in specific academic fields, and who need services or activities not ordinarily provided by the school in order to fully develop those capabilities.” [Title IX, Part A, Definition 22. (2002)]
New Jersey Administrative Code 6A:8-3.1 defines students who are gifted and talented as those students who possess or demonstrate high levels of ability in one or more content areas when compared to their chronological peers in the local district and who require modification of their educational program if they are to achieve in accordance with their capabilities.

To maximize the development of the intellectually gifted learner by providing an environment that promotes intellectual challenge. The program is designed to foster self-directed scholars by encouraging exploration, inquiry, in-depth study, and reflective thinking to create 21st Century learners.
