MEET THE CANDIDATE: Will Overstreet
Will Overstreet has been picked by county Democrats to represent the interests of District 1 in the newly reconfigured, District-based Black Hawk County Board of Supervisors. District 1 is among the more eclectic new Districts, comprising five Cedar Falls precincts and multiple smaller town and rural townships, including Big Creek, Spring Creek, La Porte, Black Hawk, Lincoln, Cedar, Poyner, Gilbertville, Eagle, Orange, Hudson, Union, Washington, and Janesville .Not surprisingly, Will's campaign is building a message that speaks to both suburban and rural priorities within a single district for the first time under the county's new map
Before transitioning into politics, Will served in Afghanistan with the 1st Battalion of the 133rd Infantry Regiment of the Iowa National Guard, and for thirteen years he taught in the Waterloo public schools. No stranger either to the Courthouse or to the intricacies of public service, he has also served as co-chair of the Black Hawk County Affirmative Action Committee and as vice-chair of the Iowa Democratic Party’s Veterans Caucus.
As part of the Black Hawk County Democratic messaging, Will’s campaign reflects the broader Party concern that county government should always be responsive, transparent, and focused on the practical needs of all constituents across the county. Public health, roads and infrastructure, budgeting and property tax decisions—all of these are issues requiring the thoughtful, integrated consideration of the Board of Supervisors, and Will’s life and political experiences together show he's well qualified to be a leader of the discussion.
CANDIDATE PLATFORM: Will Overstreet
Will Overstreet is running for Black Hawk County Supervisor in District 1 as part of a coordinated Black Hawk County Democratic push to hold on to all five seats on the newly configured, district-based Board of Supervisors.
In 2025, the Republican-dominated Iowa legislature changed the rules for the often Democratic-leaning counties of Black Hawk, Johnson, and Story. This means that in ninety-six of Iowa’s counties, supervisors are elected at large; in these three only, beginning now, election is by district. Will joins Bill Dotzler, Kamyar Enshayan, Tavis Hall, and Casey Schotter hoping to hold onto the five seats that had been contested countywide.
As an Iowa National Guard veteran with overseas experience and former Waterloo public school teacher with thirteen years’ tenure, Will is well versed in participatory democracy, and he knows the value of responsive and transparent government at any level.
Will understands that Job One of the next Board of Supervisors will be the prudent oversight of core county functions—public health, roads and infrastructure, budget and property taxes—while at the same time creating and then navigating the county’s response to district-based Board representation.
OVERSTREET BENEFIT TO BLACK HAWK COUNTY
Will Overstreet's campaign for District 1 supervisor is part of the first-ever district-based election for the Black Hawk County Board of Supervisors, making it a foundational race for how county government will be represented for years to come. With all five supervisor seats up for election simultaneously under Iowa's new district-based system, Black Hawk County Democrats are working to secure representation across every newly drawn district — including District 1, which spans both Cedar Falls and rural precincts.
The switch to district elections was mandated by the Republican-led legislature over Black Hawk County's own objections, with a lawsuit challenging the law still working through the courts as of this election cycle. Will's campaign, and the outcome of the 2026 supervisor races generally, will be an early test of how that mandated change affects county representation.
Will's campaign runs alongside fellow Democratic supervisor candidates Bill Dotzler, Kamyar Enshayan, Tavis Hall, and Casey Schotter, giving Black Hawk County Democrats a full slate across all five newly created districts for the first time. As part of a five-person slate covering the entire county, Will's campaign contributes to a coordinated Black Hawk County Democratic turnout effort across every part of the county, complementing the top-of-ticket energy from Rob Sand, Josh Turek, and Lindsay James.
