U11 Modifications:
Goal Height
10 feet when possible
Ball Size
Size 5 both girls & boys
Squad Size
Maximum is double the number of players on the court at one time (10 players)
Playing Time
The game shall consist of two halves of 15 minutes running time each with an interval of five (5) minutes between them and should have similar playing time on the court as per the SISAC philosophy.
Substitutions
Players must report to the score table before substitution is approved by officials.
Foul Shots
The foul line is where the shooter must start with both feet behind the line but may cross it after the shot is up. It will be the referee’s discretion to determine if the shooter crossing the line is part of their follow through or if it’s an attempt to secure an unfair advantage in getting a rebound. In the second case it would be a lane violation.
Defense
Zone defense is not allowed. Man to man only. Switch is allowed. Help defense is NOT allowed.
No full court defense. Upon losing possession, teams must retire immediately, without hindering the attacking team, and defend from within their own half. Players must have both feet behind the halfway line before they are able to defend.
Offending team will be given a warning and a sideline ball will be awarded to the opposing team.
Time Out Procedure
Playing team in possession can call time-out (providing they have a time-out available) except for the last two (2) minutes. No time-outs will be allowed in the last two (2) minutes of the game.
Time outs are called through the match official by the coach - not the table officials.
Mercy Rule
Once a team has a lead of 20 points, the match is finished. Students keep playing, but the score is frozen.
Game Time
U11: 15 minute running clock halves. In the A pool the clock should be stopped during free throws.
Game time is 4 x 6/8 minute quarters stop time.
Coaches may reach out to the on-court referees to call for a timeout.
FIBA Rules Clarifications
Team Fouls: Penalty
A team is in a team foul penalty situation when it has committed five (5) team fouls in a half. When a team is in team foul penalty situation, all subsequent player personal fouls committed on a player who is not in the act of shooting shall be penalized by two (2) free throws, instead of a throw in.
If a personal foul is committed by a player of the team in control of the live ball, or of the team entitled to the ball, such a foul shall be penalized by a throw-in for the opponents.
Time Out Procedure
Time out may be called:
Anytime during a stoppage in play.
If a free throw is scored against a team which requested a time-out, the timer shall immediately stop the game clock and sound his signal. If the requested time out is made after the ball is at the disposal of the free-throw shooter for the first or only free throw, the timeout shall be granted for either team if the last or only throw is successful. It is then followed by a throw-in from the center line extended (this is an extension of the center court line on the opposite side of the scorer’s bench)
A time-out shall not be permitted to the scoring team when the game clock is stopped following a successful field goal during the last two (2) minutes of the second half or the last one (1) minute of the extra period unless:
An official has interrupted the game
The non-scoring team has been granted a time-out or substitution.
Substitutions
A substitution opportunity begins when:
The ball becomes dead, and/or the game clock is stopped and/or the official has ended his communication with the scorer’s table.
If a free throw shooter must be substituted because he is injured, has committed his fifth foul, or has been disqualified, the free throw(s) must be attempted by the substitute who may not be substituted again until he has played in the next clock-running phase of the game.
A player that is injured and receives attention from the coach or medical staff must be substituted and cannot re-enter the game until ball becomes dead again after a clock-running phase of the game.
8 Second Rule
The offensive team has eight (8) seconds to cross from backcourt to front court.
Player Ejections
Any player; coach, or team personnel ejected from a contest must sit out the remainder of that game and the following contest. Any ejections should be reported to either the Primary or Secondary Representative within 24 hours.
Game Limits
The maximum number of games allowed to be played by each team on any one day of the tournament is 4 games.
Shot Clock
No shot clock to be used for U13 fixtures.
A shot clock will be in use at all U15 and U19 fixtures.
U15: 24 second shot clock operated by a qualified match official
Under 19: 24 shot clock operated by a qualified match official.
If a school does not have a shot clock they cannot host the fixture.
Mercy Rule
If a team trails by more than 20 points all held balls will be awarded to the trailing team. Once the lead falls below 20 points the possession arrow will go back into effect.
