The Bicol State College of Applied Sciences and Technology fulfills one of its missions to effectively improve production, community and institutional development, and the overall quality of life for every person in the country.

Extending research-based knowledge through information dissemination, capability training, workshops, advisory and consultancy services, technology transfer, livelihood training, and other means was the original concept behind extension programs. The goal of extension programs was to "extend" research-based knowledge to target clientele and specific sectors to help them use their resources and abilities more effectively. To achieve its mission, the Bicol State College of Applied Sciences and Technology, through RepEd office and Graduate School, organized a webinar entitled Advance Research Capability Program: Webinar 2 – Methods for Data Analysis, A Guide for Building Researchers.

Learning institutions globally and specifically from the developing countries have initiated a knowledge transfer to continually contribute for community development. Adapting various models and practices has been utilized just too effectively implement such endeavor. Per CMO no. 52,s. 2016, served as the starting point among SUC to spearhead community programs and projects that will somehow contribute for a nation building with the beneficiaries. BISCAST intends to develop and improve the extension culture as it transit to a better normal as a smart university in a VUCA world. With this intent, distinct institutional officials have conducted a thorough planning and benchmark learning activity that have served come out the idea of proposing this Capability Enhancement.

Innovation, Science and Technology For Accelerating Technology-based development (ISTART) is a program for DOST. Based on the study, approximately 87% of the Philippine population resides outside the National Capital Region. However, many would still seek opportunities in NCR, so there is a need to accelerate the regions' development through increased investments that will support their population and enhance regional productivity and efficiency through Science, Technology, and Innovation. (Source: iSTART PPT, DOST). There are only four pilot regions selected within the Philippines to participate in this program. One of which is Region V specifically LGU-Pasacao will be the pilot community. BISCAST, as a premiere applied science and technology college, is one of the SUC's in Bicol that will be participating in this rare opportunity.

Southeast Asian Journal of Applied Sciences and Technology (SAJAST) Mentoring

From SAJAST (online BRJ) launching last March 8, 2021 at LRV residence, we take big dreams into making SAJAST visible and accessible on the online platform. In this regard, President Alex H. Navarroza approved the four-phase SAJAST Digitization Project so that we shall be ready accepting articles (hopefully by December) when the SAJAST galley is up and ready by then. As a subsequent step, we enjoin you in a mentoring session on June 28, 2021. Our online mentor is Dr. Marie Paz E. Morales of Philippine Normal University. The tentative program is also attached in this website for your reference.

MENTORING AND COACHING FOR RESEARCH PUBLICATION (WEBINAR)

The institutional coaching and mentoring for research publication will be conducted in two batches. The first batch will focus on social science faculty researchers of CAS and COE. The second batch will focus on Research and Development (R&D) faculty researchers of CTT and CEA. The two events will emphasize on strengthening the individual faculty researchers' prior know how and skills on writing the publishable researchers. The activity will consequently increase in their confidence and motivation to work with the institution which will contribute with the schools' target.

PARALLEL IN-HOUSE REVIEW AND EVALUATION OF PROPOSALS

The activity will be a parallel review of Research, Extension and PED (REPED) proposal submitted by faculty researchers from the for colleges. This activity is also aligned with the implementation of Quality Management System (ISO 9001:2008) wherein proposals must undergo review and evaluation process to ensure that the school will be producing quality outputs that have direct application, social impact and commercial value.
