BACKGROUND: Act 91 of 2021 authorizes school entities to request the department to issue a classroom monitor permit, which allows an individual to deliver assignments that are preplanned by a professional employee or temporary professional employee. Classroom monitors must complete training on classroom management provided by an intermediate unit and approved by the department in accordance with 24 P.S. §12-1218.
QUALIFICATIONS to be a Classroom Monitor: Individuals who are 25 or older have at least 60 college credits or three years of experience as a paraprofessional, and complete training on classroom management, may serve as “classroom monitors” by delivering preplanned assignments for a teacher.
DIRECTIONS to obtaining the BCIU Certificate for Act 91 Classroom Management:
Complete the 3 modules below labeled modules 1, 4, and 5 on behavior principles and classroom management.
Each module consists of several short video presentations followed by a "Show What You Know" assessment.
The expected time to complete is 3 hours.
After completing all components of Modules 1, 4, and 5, the participant must complete the BCIU Act 91 Classroom Management Course Reflection Form (link available at the bottom of this page).
Once the reflection form is submitted, BCIU's Office of Professional Development and Curriculum will verify that all components are complete. A certificate will be emailed to you to submit to your school district for them to request your classroom monitor permit from the Pennsylvania Department of Education (PDE).
