“The Looking Glass for 1787” reflects how Shays’ Rebellion and other problems exposed the failures of the Articles of Confederation, especially the government’s inability to enforce laws or maintain order.
"If government shrinks or is unable to enforce its laws. anarchy and confusion must prevail "(Letter from George Washington to Henry Knox).
If the government isn't able to enforce rules people will break the rules consistently which would lead to a chaotic rebellion.
“Taxed at a rate some four times higher than in neighboring New Hampshire, a typical Massachusetts farmer was required to pay about one-third of their annual income to the state” (ThoughCo).
Farmers in Massachusetts were taxed significantly more than the nearby states. Losing a third of their income to taxes made life extremely hard.
“If your laws authorized, and your powers are adequate to the suppression of these tumults, in the first appearances of them, delay and temporizing expedients were, in my opinion improper; these are rarely well applied, and the same causes would produce similar effects in any form of government, if the powers of it are not enforced” (Letter from George Washington to Henry Knox).
The government would have collapsed if it continued to fail to enforce laws and collect taxes, showing that a government must enforce its authority to maintain power and order.

A government which relies on force alone will eventually crumble.
