An Emergency Operations Plan, or EOP, is the framework the City uses to organize emergency response and recovery activities. It helps define how the City will coordinate during emergencies, communicate with the public, support response partners, and prioritize recovery actions.
The EOP is designed to:
Protect lives and property
Support coordinated response across agencies
Provide clear public information
Guide recovery after an incident
Because Solvang has unique local conditions—including rural surroundings, limited evacuation routes, and close-knit neighborhoods—the City’s EOP update is being tailored to the community's needs.

Every community faces different hazards. In Solvang, the EOP update is considering risks that are especially important locally, including:
Wildfire
Surrounding vegetation, dry conditions, and regional fire activity can increase wildfire risk and affect evacuation planning.
Earthquake
Like many California communities, Solvang must be prepared for seismic events that could affect infrastructure, utilities, and emergency access.
Flooding
Storm events and localized drainage issues can create flooding impacts in some areas of the community.
Understanding these risks helps the City improve planning and helps residents make informed preparedness decisions for their households.
These hazards align with those identified in the 2022 Hazard Mitigation Plan (HMP). Solvang adopted an Annex adopted to the Santa Barbara County Multijurisdictional HMP. Links to both are included below.
