Plan details:

This plan is divided into two major categories for action: Deterrence & Enforcement and Policy & Procedural Change. After gaining consensus on the elements of the plan, responsible parties will take ownership of further development of each element including analysis of cost, management responsibilities, and funding source(s).

Deterrence & Enforcement

Operation Shield Expansion

Lead Organizations: Atlanta Police Foundation, Atlanta Police Department and Livable Buckhead

Develop a strategic Buckhead grid that includes a concentration of Pan/Tilt/Zoom (PTZ) cameras and License Plate Readers (LPRs) to cover all major travel corridors and intersections.

Objectives include:

1. Deploying more LPRs and PTZs than are currently in place (NT)

2. Upgrading the components needed to integrate private cameras into Operation Shield (NT)

3. Encouraging businesses to connect to Operation Shield with new and existing cameras (NT)

4. Formalizing a sustainable camera maintenance program (NT)

5. Ensuring the Video Integration Center is staffed and managed optimally (NT)

Crime Stoppers Investment

Lead Organizations: Atlanta Police Foundation, Buckhead Coalition

Fund and promote a more robust Crime Stoppers Atlanta program to yield more information about crimes and criminals that leads to quicker arrests.

Objectives include:

1. Offering special rewards for crimes committed in Buckhead, funded by the Buckhead community (NT)

2. Increasing the marketing of the program throughout the city via billboards or other means (NT)

3. Providing feedback to funders to demonstrate the return on investment (LT)

Buckhead Supplemental Security Patrols

Lead Organizations: Buckhead Coalition, Buckhead Community Improvement District, Atlanta Police Foundation, Atlanta Police Department, Livable Buckhead, Buckhead Council of Neighborhoods

Expand and increase coordination between existing supplemental security patrols, within the commercial and residential areas of Buckhead.

Objectives include:

1. Funding and expanding supplementary, multi-car dedicated security patrol (established by the Buckhead CID in July 2020) utilizing off-duty sworn officers of Atlanta Police Department, the Fulton County Sheriff’s Office, and Georgia State Patrol. The supplementary patrol will be for exclusive use within Buckhead commercial corridors and will be managed by the Zone 2 Commander at APD to augment on-duty APD patrol (NT)

2. Engaging existing neighborhood security patrols to form a coordinated patrol of Buckhead residential areas, including the establishment of a coordinated communications platform (NT)

3. Establishing a new communications framework for information gathering and dissemination between Zone 2 and the public, utilizing existing and/or new platforms to provide accurate, timely information to Buckhead residents and businesses (LT)

4. Providing feedback to funders to demonstrate the return on investment (LT)

Clean Car Campaign

Lead Organizations: Livable Buckhead and Atlanta Police Department

Examine the existing Clean Car Campaign for effectiveness and modify it as needed to meet the current conditions in Buckhead. (NT)

Technology

Lead Organizations: Atlanta Police Foundation

Investigate technology to enhance and supplement enforcement efforts, piloting their use in Buckhead for potential use throughout the city. (LT)

Policy & Procedural Change

Lead Organizations: Buckhead Coalition, in cooperation with many other entities

Many existing City of Atlanta policies and procedures are not producing expected results, and new approaches to problems are required.

Specific objectives include:

1. Ask Mayor's office to support this plan and to publicly declare, especially for out-of-town visitors, that lawless behavior will not be tolerated in Atlanta (NT)

2. Support Buckhead APD officers in multiple ways, including

a. Gift cards, meals, events, support dogs (NT)

b. Housing assistance to encourage and enable officers to live within Zone 2 (NT)

3. Increase Buckhead community support for public safety efforts throughout Atlanta, such as expansion of the At-Promise Youth and Community Center program and deployment of more cameras and LPRs outside of Buckhead (NT)

4. Increase Buckhead community support for the hiring, training and retention of officers to achieve a full force at APD (NT)

5. Increase Buckhead community support for studies/assessments/policies to encourage best-in-class community policing (NT)

6. Increase Buckhead community support for One Atlanta, One APD to assist APD in achieving its mission (NT)

7. Work with landlords with problematic tenants to address property use that leads to illegal activity and public disturbance (NT)

8. Offer pro bono auditing assistance for Licenses and Permits to find indications of license and permit violations (NT)

9. Fact check building permits and parking contracts of problematic establishments in Buckhead (NT)

10. Engage Fire Marshal to spot check overcrowding at problematic establishments in Buckhead (NT)

11. Crack down effectively on “party houses” and rowdy behavior at hotels (NT)

12. Enforce the noise ordinance, and/or determine what needs to be changed to better enable enforcement (NT)

13. Enforce loud muffler ordinance, and/or determine what needs to be changed to better enable enforcement (NT)

14. Support the efforts of APD and its partners to control street racing (NT)

15. Seek support in the state legislature to address penalties for violation of municipal ordinances (NT)

16. Engage the MARTA police department, the incoming Fulton County Sheriff, and the Zone 2 Community Prosecutor for support (NT)

17. Increase Buckhead community support for the establishment of a new training center for APD and Atlanta Fire and Rescue Department (LT)

18. Work with the court system to address repeat offender sentencing (LT)

19. Work with all levels of government to address the proliferation of illegal firearm possession (LT)

20. Examine the probation officer program in the city for opportunities (LT)
