In 2020, it was documented that Brgy. Paligsahan houses a total population of 3,518 residents, which contributed 0.12% of the total number of Quezon City residents.
There is also an observable wide age gap between the younger and older generations. On one hand, 723 barangay residents comprise the age group of 25 to 29 years old, which constitutes the majority of the total population. On the other hand, 41 barangay residents comprise the age group of 75 to 79 years old age group, which constitutes the minority of the total population.
There is a visible socioeconomic split between the upper and lower middle classes. Upper-class residents live in the Scout Areas. Meanwhile, lower-middle-class and lower-class residents live in the Depressed Areas. Furthermore, the barangay is more residential than it is commericial. The barangay is divided into barrios which are assigned under the supervision of a kagawad.

The current Sangguniang Barangay was inaugurated last November 2023. Punong Barangay Hon. Alexander V. Lapore is joined by seven Kagawads, Sangguniang Kabataan (SK) Chairperson, their Treasurer, and Secretary. Together, they serve as the smallest unit of government for their constituents. While the Sangguniang Barangay embodies all three branches of government, the focus will be on its legislative function.
The current council intends to make the most out of its term, with many programs and policies being pursued. Each regular session is filled with proposals, discussions, and debates from the Punong Barangay, Kagawads and SK Chairman as they lobby and push for legislation to be crafted. One of these policies is a Senior Citizen Assistance Program proposed by Kgd. Rhodora A. Bohol after a petition from the Paligsahan Senior Citizen's Association, whom she is the current president of.
But the council has difficulty transforming these ideas and proposals into formal legislation. Barangay Secretary Christopher W. Yan is the one in charge of this difficult role, and he himself has admitted that he is ill-equipped to carry out this particular role.
Section 391(a) of the Local Government Code of 1991 states that the Sanggunian Barangay, as the legislative body of the barangay, "shall enact ordinances as may be necessary to discharge responsibilities conferred upon it by law or ordinance and to promote the general welfare of the inhabitants therein."
Inasmuch as Barangay Paligsahan wished to fulfill its mandate, its Barangay Secretary notes that they were not adequately capacitated nor trained to draft legislation. He notes that the workshop given to all Barangay Secretaries in the Quezon City LGU was not done professionally and the pedagogical method applied was poor. Now, he depends on past legislation of the Barangay as inspiration to drafting ordinances and resolutions, which as observed, failed to meet the standards of the City Secretary.
The challenge is how to strengthen their legislative capacity and performance to match their intent to push for and pass policies that better serve its constituents such as the Senior Citizen Assistance Program. With a lack of knowledge about crafting laws, coupled with the lackluster support provided by higher levels of government, the legislation being drafted is consistently riddled with major and minor errors which serve as hindrances to approval by the City Secretary.
Our solutions to this challenge is two-fold, comprising of a legislative primer to serve as a supplementary resource in crafting draft ordinances and resolutions, and a student-edited version of their draft ordinance of the Senior Citizen Assistance Program which was serves as an application of the briefer.
