The Legislative Briefer aims to strengthen its legislative capacity by containing the technicalities of legislation in a more digestible format. This was made to address their explicit mention of the inadequacy of the legislative training the Barangay Secretaries are provided with by the city government, stating that there were differences in format, content, and appearance when it came to the final document. This prompted much confusion from the barangay legislative institutions that needed to be informed of the barebones content that is required to be present in legislation.
