Allan Salim Cabanlong
Hub Director, GFCE Southeast Asia
Allan Salim Cabanlong is an esteemed professional with a career spanning two decades, rooted deeply in the realm of cybersecurity.
His extensive experience combines an array of interdisciplinary roles, including being a Cyber Policy Strategist, International Consultant, Law Enforcer, Public Administrator, Author, and Technology Manager. Allan’s notable roles include serving as the Assistant Secretary for Cybersecurity and Enabling Technologies of the Department of Information and Communications Technology (DICT), and concurrently as the Executive Director V of the Cybercrime Investigation and Coordination Center (CICC). In addition to these, Allan held key positions within the Philippine National Police – Information Technology Management Service, including his tenure as the Chief of Web Services and CyberSecurity Division.
Known as a trailblazer in Philippine cybersecurity capacity development, Allan has achieved multiple landmark accomplishments. He authored the pioneering National CyberSecurity Strategy (The National Cybersecurity Plan 2022), designed and implemented the first National CyberSecurity Management Systems Platform (CMSP), and organized the Philippines National Computer Emergency Response Team (NCERT). His pivotal role in the passage of the Cybercrime Prevention Act of 2012 significantly contributed to the Philippines’ accession to the Budapest Convention on Cybercrime in 2018. Allan’s robust academic background complements his practical experience; he is an ASEAN Engineer, a Professional Electronics Engineer, and holds a Master of Science from Waseda University in Tokyo.
An alumnus of the George C Marshall – European Center for Security Studies in Germany and the United States Telecommunications Training Institute (USTTI) for Cybersecurity Studies, Allan is currently undertaking a Doctorate in Public Administration at the University of the Philippines National College of Public Administration and Governance, focusing his research on Digital and Cyber Governance.
Oscar Visaya

Oscar Visaya is an accomplished Sales and Technology leader with over 26 years of demonstrated success in the fields of Networking, Cyber Security, Application Delivery, Cloud, Telecommunications, Information Technology and Managed Services. He has worked with innovative companies like Cisco Systems and F5 Networks driving strategic partnerships, million-dollar opportunities and strategic customer engagements across different verticals, with a remarkable track record of top performance in every organization he has been a part of.
In Cisco his key achievements over 11 years include:
- Outstanding Systems Engineer for Asia Pacific in 1999
- Outstanding Systems Engineer for Asia in 2003
- Outstanding Systems Engineering Manager in 2005
- Elevated to CISCO Systems Engineer Wall of Fame in 2006

He continued his high level performance at F5 Networks from 2012 to 2016 which
earned him the following key accomplishments:

Ricson Singson Que
President and CEO, SQrity Consulting OPC
Ricson Singson Que is an accomplished cybersecurity and digital transformation leader with over two decades of experience in information security governance, risk management, and enterprise architecture. Holding a Master’s in Business Administration and a Bachelor’s in Computer Science, he has served as Chief Information Security Officer (CISO) across multiple industries, including finance, healthcare, education, and government. As President and CEO of SQrity Consulting OPC, he provides strategic cybersecurity advisory services, helping organizations build resilient digital infrastructures. A recognized expert in cybersecurity education, Ricson pioneered the Executive Diploma in Cybersecurity and the BS in Cybersecurity program at De La Salle-College of Saint Benilde.
He is a certified professional (CISM, ISO 27001 Lead Implementer, Security+) and an active contributor to national cybersecurity initiatives, including the CHED Technical Panel for IT and the Philippine Skills Framework. His thought leadership extends to international engagements as a speaker and consultant for organizations such as USAID, Australia Awards, and the Philippine Public Safety College’s National Cyber Training Institute.
In 2024, Ricson made history as the first Filipino to receive the prestigious ISC2 AsiaPacific Inclusion Impact Award, honoring his contributions to cybersecurity workforce diversity. His work continues to shape policies, education, and industry best practices, reinforcing the Philippines’ cyber resilience.

Raymond Nuñez
CTO, Red Rock IT Security
Raymond Nuñez is the CTO of Red Rock IT Security and provides security consulting, with a special focus to financial services, government systems, and telecommunications industries. He does this simultaneously with teaching Computer and Network Security for graduate students in the University of the Philippines, Diliman, De La Salle University, and Asian Institute of Management.
At DEF CON 24 in Las Vegas, he and his teammate Siege were awarded with the much-coveted Black Badge for winning the CTP Contest. They are now free for life at DEF CON aside from bragging rights. To enhance his skills and to be able to continuously provide cutting-edge services, Raymond regularly takes certifications such as GXPN, GNFA, GCFA, GCIH, GCIA, CISA, CISM, and CISSP among others.
He earned his SANS GIAC Security Expert (GSE) from the Global Information Assurance Certification (GIAC). Only 380 people across the globe are GSE certified since its inception in 2003, and Raymond is the first one from the Philippines to hold this top and sought-after certification.
Anton Raphael Orpilla

"Manong Antawn" has been an ICT practitioner for 15 Years+ in various Industries covering local (PH) and regional companies. As part of his advocacy, he mentors aspiring Startups / Students from different Northern Universities in the Philippines.
He conducts Workshops / Seminars for ICT Community Events and University Partners covering various ICT Topics (Cyber Security, Design Thinking, Web/Mobile Development, Data Science, Cloud Computing).
He also participates actively in Capture-The-Flag, Bug Bounty, Hackathons, Open Source Product Development and collaborates during ICT Community Meet-ups. His favorite genre in music is Reggae and music artist is Bob Marley.
Galvin Ngo
Director, Ateneo Institute for the Science and Art of Learning and Teaching (SALT)
He is currently an assistant professor at the School of Education and Learning Design, and the
director at the Ateneo SALT Institute or the Ateneo Institute for the Science and Art of Learning and Teaching.
Previously, he has also served as an Education Technology Specialist for the Basic Education Sector Transformation Program, through Cardno, Inc. where he provided technical support to the DepEd ICT Service Department, in the area of
technology evaluation, integration and ICT literacy. He was also formerly the coordinator of the NExT(New Experiences with Technology) Team at Xavier School.
His work experience also includes the design of massive open online courses for professional development, and research in the area of education technology and student-centered learning in higher education. He has a Masters Degree in Educational Administration from Ateneo De Manila University, and is currently taking his doctoral studies in the University of San Francisco

He founded and is the Chairman of the Unbox group of companies, which has investments in several businesses championing the Creator Economy in the Asia Pacific region.Prior to becoming an full-time creator and entrepreneur, Carlo had a 17-year corporate career where he held executive positions in digital marketing and strategy in several top companies in the country. His last role was serving as the Vice-President for Marketing Communications for PLDT Home.
