Exploration of an Interstellar legal framework of responsible, ethical, and valued driven stewardship
The Galactic Prime Directive Charter establishes a universal framework for ethical, legal, and operational conduct in interstellar space. Its objective is to guide all Earth-originating entities in interactions with extraterrestrial life and celestial environments, ensuring responsible stewardship, non-interference, and international cooperation.
The Prime Directive Act was the initial legislation introduced to the Asgardia Parliament. The Foreign Affairs Committee recommended its formal adoption; however, Parliament opted to pursue a more comprehensive objective and accordingly established a working group tasked with the strategic development and phased implementation of this broader vision. The aim was to achieve a higher purpose through incremental progress. This working group is now referred to as the Asgardia Galactic Prime Directive Advisory Board. Its members include Professor Mark Beer (United Kingdom), Nigel Evans (United Kingdom), Lembit Opik (United Kingdom), Ferda Inan (Turkey), Carl Samson (Philippines), John Fine (United States of America), Peter Maughan (United Kingdom), Dr. Sarah Clark (United States of America), Dr. Brian Froelke (United States of America), Ariadne Gallardo Figueroa (Mexico), Carol Lynn Lockhart (United States of America), Ricky Sickles (Philippines), Ugur Aydin (Turkey), Ross Cheeseright (United Kingdom), AI-Hussein Mohamed (Egypt), Jamie Ramoni (Venezuela), and Aleksandr Melnikov (Russian Federation).
The Galactic Prime Directive Working Group, which is being established under the sponsorship of the Asgardia Foreign Affairs Committee, will be dedicated to promoting ethical and responsible space exploration. Its mission is to safeguard cultural heritage, protect extraterrestrial life, and ensure compliance with international space law. It will comprise experts in space law, ethics, astrobiology, cultural anthropology, security analysis, diplomacy, engineering, medicine, environmental science, policy, and administration. The group addresses the complex challenges of space exploration. We hope this working group will uphold principles of non-interference and cultural preservation through global representation, interdisciplinary collaboration, regular meetings, transparency, accountability, ethical standards, and robust security protocols. The action plan defines the group’s structure, including the chairperson, vice-chairperson, subcommittees, advisory board, and secretariat. It emphasizes international engagement, global conferences, public awareness, and collaborative negotiation to advance the Galactic Prime Directive as a global initiative. Asgardia’s contribution includes the formation of the Galactic Prime Directive Advisory Board, which provides expertise and guidance in all relevant fields. The Board’s objectives are to raise awareness, promote collaboration, and support the establishment of an international working group that will lead humanity into a new era of interstellar space law.
The Galactic Prime Directive Charter was created by the Asgardia Space Nation to establish a comprehensive and ethical framework for humanity’s conduct as we venture into interstellar space. Recognizing the profound responsibility that comes with representing Earth among the stars, Asgardia sought to inspire unity, wisdom, and responsible stewardship in all extraterrestrial engagements.
This Charter sets forth universal standards for interactions with extraterrestrial life and celestial realms, emphasizing non-interference, protection of natural and cultural evolution, and the responsible pursuit of knowledge. Its purpose is to safeguard the pristine environments of space, honor the natural unfolding of life and culture across the cosmos, and foster peace and cooperation among all sentient beings.
By defining clear principles and protocols, the Charter aims to ensure that humanity’s expansion beyond Earth is guided by integrity, scientific excellence, and respect for the unknown. It invites the global community to join in shaping an era where space exploration is conducted with reverence, prudence, and a shared vision for harmony among the stars.

Humanity is entering a transformative era of space exploration. With the potential for Mars colonization and orbital habitats, a comprehensive legal framework is critical. The Galactic Prime Directive addresses this need by proposing a universal charter to guide ethical and cooperative conduct in space.
Asgardia Space Nation, under the leadership of Dr. Igor Ashurbeyli, has assumed a pioneering role in space governance. By developing an initial framework and convening the first Galactic Prime Directive Conference, Asgardia has initiated the process of uniting international experts and stakeholders to collaboratively shape the future of interstellar law and policy.
