ARROW’s experience around SRHR implementation for young people in RHRN 2 countries in Asia showed that there is a demand for sexuality education and information that is comprehensive, non-discriminatory and encompassing of the SRHR concerns of various identities of young people including marginalised groups such as girls, young women and young lesbian, gay, bisexual, transgender and intersex (LGBTI) people. On this basis, ARROW, always emphasised on the need for Comprehensive Sexuality Education (CSE) in all of these countries and over the years have taken innovative and strategic steps to centre the demand for CSE within the discourse around SRHR in this region. To this effect, ARROW provided capacity strengthening around CSE, organised multi-stakeholder dialogues and arranged for online and offline virtual engagement spaces providing young people the opportunity to lead their demands around CSE.
On the advocacy front, ARROW has been contributing towards bringing together youth-led and youth-focused CSE recommendations put forward by young people in the region through the “Youth Call to Action” documents from the Asia Pacific Forum on Sustainable Development (APFSD) Youth Forums held from 2016 onwards. In 2021, the APFSD “Youth Call to Action” reflected the voices of 500 participants from 34 countries in the region who all called on their governments to implement their commitment around young people’ SRHR through CSE implementation. These regional recommendations from young people have over the years contributed significantly to global review processes of the SDGs at the High-Level Political Forum (HLPF) pushing the boundaries and influencing the language of the outcome document used by the governments of the RHRN 2 countries in Asia.
In 2020, ARROW also initiated a survey which resulted in the resource tool titled Key Findings Report: Online Youth Survey Ahead of the Asia-Pacific Forum on Sustainable Development 2020 which was accessible to organisations, governments and stakeholders for their reference. CSE was identified as a key priority by young people who took part in the survey from the region. Following this, in 2021, ARROW commissioned a scoping/research study aiming to look at the status of CSE in the region by examining the situation of young people in the region and the impact of Covid-19 in their lives. The findings of the study will potentially reveal the gaps in the current implementation and advocacy around CSE factoring in the developments around SDGs and also the extent to which the ICPD (International Conference on Population and Development) Programme of Action has been realised.
