The problem is that some people do not want to give the SSN (
we understand the logic) when students are in elementary and middle school, so the school and State provide them with a generic "SSN placeholder." Once they get to high school, the problems begin. Students realize that something is awry when they attempt to get their HOPE GPA, and it does not exist because the State has no actual SSN linked to them. Moreover, the absence of the SSN
causes a delay at the school level when it's time for
HOPE Verification. This means that students without the SSN are not listed in the school's or the State's databases as being eligible to receive
HOPE/Zell Miller S
cholarships. Most students figure this out AFTER THEY GRADUATE and get the shock-of-life when they can't register for college.
