APS TITLE III SUPPORT FOR PRIVATE SCHOOLS
APS has committed to supporting Private Schools in supporting English Learners at their site in three ways:
Providing ongoing consultation and guidance for TIII
Answering all TIII questions in a timely fashion
Communicating PD opportunities related to TIII

Published by the Department of Language and Cultural Equity at Albuquerque Public Schools, this guidance document provides for Private Schools support in understanding Title III goals and guidelines and how funds can be utilized, once English Learners have been identified.
PRIVATE SCHOOL Q&A
How does APS know that my site would like to use Title III funds to expand and enhance programs at my site to support English Learners?
In the fall of each year, you will receive a Title Fund Acceptance Application from APS. On this application, you should check the box that signifies your intention to accept Title III funds.
Is there any other documentation that I should expect to complete to apply for and utilize Title III funds?
Yes. After communicating your intention to accept Title III funds, you will be asked to complete an application and to provide information in a statement submitted on letterhead (see the Title III Guidance Packet included above). There may also be additional paperwork and documentation required depending on the purchases that your site initiates. That paperwork will be sent to sites as purchase intentions are noted and communicated.
How does APS determine my school's Title III allocation?
Once your site has put in place and executed a system to identify English Learners, APS can accurately calculate your site's allocation. LCE calculates allocations per identified English Learner at a standard rate across all APS public, charter, and private schools.
What is the process for identifying English Learners?
The New Mexico Public Education Department has outlined this process HERE. All schools, public and private, must follow this process to determine English Learner status.

Where can I purchase language screener & proficiency assessments?
Since New Mexico is a WIDA state, we highly recommend and encourage going through the WIDA Online store to purchase screeners and materials for annual proficiency assessment.
Can I use Title III funds to purchase screener and proficiency screeners for English Learners?
No. Screening and proficiency assessments are not allowable under Title III.
Will APS provide and conduct the screener and proficiency assessments for students at my site?
Not at this time. Please see the graphic at the top of this subpage to review APS supports for Private Schools.
Can APS reimburse my school for Title III-related purchases?
No. An LEA may not reimburse a private school for services or materials purchased by the private school under Title III. A private school can utilize Title III funds by communicating with the APS Title III Department and completing the necessary forms for purchasing. APS will make the purchase on behalf of the private school and will ensure that the resources and/or services are delivered to the site.
