Instructional Council (IC) Cibola High School
In August 2024, Tanner Ozdoba then a senior at Cibola High School, began attending IC meetings and quickly discovered that there was no official process for electing Student Representatives. He pushed the Student Senate to formally appoint him as their Representative to the IC, which they did in mid-September 2024. Soon after he began working on a process to elect multiple IC Student Reps on a regular basis to ensure Students were never without a voice on the Council which has jurisdiction on so many issues which affect Student life.
In December 2024, The IC ratified Ozdoba's bylaws (Bellow) which established 2 seats for Student Representatives who each serve 2 year terms. Together Student Reps. exercise 1 vote as a "department" of students and work to best represent the views of the Student Body. After an election, the IC must hold a brief questioning period to the rep-elects and must vote on whether or not to seat them. Assuming at least 50% of voting members vote to confirm the Rep-elect, they become a full voting member until their term expires.
In January 2025, the first elections under these new bylaws were held, and the Student body retained Rep. Ozdoba and elected Anastasia Vigil to seat #2. They were confimed by the IC at their first meeting of February 2025.
Student Representation is vital to the Instructional Council because they represent both the largest constituency subject to the Instructional Council and the constituency where the decisions the IC makes effects the most, after all who is affected when the IC votes to implement a new phone policy or a new pass system? Students are!
The duty of Student Representatives is to talk to many members of the Student Body, and then bring their opinions to the IC. They have the power to give feedback and comments on IC topics as well as the ability to introduce new topics to the agenda. Most Importantly they have the power to vote as a unit, on the topics before the IC.
In all votes, Student Reps. are representing the entirety of the Student Body, not just themselves!
Student Representatives are heavily encouraged to talk to students from all walks of life about issues before the IC.

Regular elections are held for the 1 of the 2 seats every September.
All current students of Cibola High School, no matter of grade are eligible to be elected to the IC. To run, students must take a written filing form from the current IC chair(s), fill it out and submit it by the pre-announced deadline.
The filing forms require parental or guardian signature and consent for their child to participate in IC meetings which are outside of school hours and commit that the student has adequate transportation to at least 80% of meetings.
Additionally, candidates must receive teacher nominations to run, either
1 from a current member of the Instructional Council (IC members limited to no more than 1 each)
or 2 from current members of Cibola Faculty who are not members of the IC.
