Historical Crisis Committee General Information
This committee examines an event in history and has delegates reenact it. Delegates are responsible for researching and understanding their country’s position. Since the topic will be about past events, any information about the future is not relevant to this committee. Only events leading up to the topic event are important. Time moves quickly in this committee and any actions taken will have real world impacts and potential externalities that will have to be addressed. This committee will use standard parliamentary procedure, however there are two additional motions exclusive to this committee:
Motion to consult [insert party name]
This motion allows the committee to raise their placards and ask questions to a delegate from a specific country, institution, or other form of organization. For example, if a delegate motioned to consult a delegation from Germany a crisis staff member acting as a German delegation would answer questions raised by delegates.
Motion to Consult the Whole on the topic of [insert topic] with a speaking time of [some time period not to exceed one minute]
Informal but still structured conversation on a specific topic. The speeches start with whomever proposed the motion, last for a specified amount of time, and then the speaker is allowed to choose the next delegate. Delegates are allowed to speak standing at your chair or at the podium.
This Year’s Topic
This year the special historical Committee will discuss the Treaty of Versailles, the peace treaty that brought World War 1 to an end. This committee will focus on the topics of what (if at all) reparations should be made, what will become of Germany’s former colonies, and how the world can prevent future conflicts. In this simulation you are tasked with representing your country as a delegate to the Paris Peace Conference (the series of meetings that created the Treaty of Versailles), but also to interact and bridge the divisions between countries.
