Who is eligible for TIA designation?
In order to be eligible for TIA, you must meet all of the following minimum eligibility criteria below:
Receive summative T-TESS evaluation scores of at least 3.7 in Domains 2 and 3 with no dimension scoring less than proficient.
Show at least 55% student growth as calculated by TEA conversion tables or TEA determined formula.
Serve as the teacher of record for BOY and EOY assessments for the same set of students.
Serve in a 087 teacher position
Provide direct instruction to students for 100% of the day for at least 90 days or for 50% of the day for at least 180 days.
How do I apply for TIA designation?
During May of each school year, all teachers will receive notification that the TIA Application Request window is open. The application window will remain open each year from from May 1st - June 1st. Any interested teacher, must submit their request form by 11:59pm on June 1st.
The direct link to the TIA Application Request form will be available on this TLL website and will also be linked in newsletters sent out by the TLL Department.
The 2021-2022 school year was a data collection year and T-TESS and student growth data in all subject areas was submitted for all A+ Charter Schools teachers without any additional steps having to be taken by the teacher.
Starting in the 2022-2023 school year, data will only be submitted to TIA for teachers that have completed the TIA Application Request form.
Why might I be automatically ineligible for TIA designation?
Teachers are automatically ineligible for TIA for the following reasons:
T-TESS summative score less than 3.7
Scoring "Developing" or "Needs Improvement" in any dimension of the T-TESS summative evaluation
Not having T-TESS evaluation data.
Not having complete BOY and EOY data for the same student set.
Moving campuses, grade levels, or courses mid year (preventing you from having complete BOY and EOY data for the same student set).
What is the process like once I've applied?
The entire TIA process is very in-depth and lengthy with a lot of moving parts and verification steps that are completed by district and state TIA representatives. The graphic below shows the process specifically as it relates to A+ Charter Schools, Inc.
What is the TIA process?
Where can I find more information about TIA?
The direct contact for all TIA process, policies, and procedures for A+ Charter Schools, Inc. is Victoria Miller, Director of Teaching, Learning, and Leading.
Ms. Miller can be reached directly via email at
More information at the state level can be found on the Teacher Incentive Allotment webpage of the TEA website. Keep in mind that information on the TEA website is intended for high level views and does not give district specific policies or procedures.
When will I find out if I'm designated by TIA?
Between September-November of each school year, teachers will receive preliminary information regarding their potential TIA designation status for the previous school year.
All teachers that complete the TIA Application Request provided by the district, will receive a Results Report that gives an overview of T-TESS scores and student data. This will clearly indicate if the teacher has met minimum eligibility requirements for TIA designation (T-TESS score of 3.7 and student growth of 55%).
The district will automatically submit data to TIA for any teacher that has met minimum eligibility requirements. Once all data submission, approval, and verification steps have been completed by the district and TIA, teachers that have passed the designation approval process will be notified by the district in April and designated by TEA in May.
When will I find out if how much of an allotment I will earn and when will I be paid?
TIA will not determine earned allotments until May of each school year. If you are a designated teacher, you will receive an official notice from TEA informing you of your designation status as well as the allotment amount earned for the district.
Per A+ Charter Schools, Inc. Teacher Incentive Allotment spending policies, 90% of TIA allotment funds go directly to the campus of the designated teacher for instructional staff compensation with 75% of those funds set specifically for the TIA designated teacher and 15% to additional instructional support staff as applicable. The remaining 10% of funds are retained by the district to maintain the implementation of the TIA program.
TIA funds will be paid in two equal payouts occurring in June and August. Designated teachers that resign employment from A+ Charter Schools, Inc. prior to the August payout, will forfeit all remaining funds to the district, but will maintain their TIA designation status with the state until their 5 year designation window has come to an end.
What is the process like if I provide instructional support on a campus with a designated teacher?
Campus support staff do not need to complete any specific steps in order be considered for or receive allotment funds. All verification steps are completed by campus and district leadership.
The three-step process includes the following:
Campus verifies currently employed instructional support staff
District TIA rep verifies allotments and eligible staff from campus provided list
District business office calculates exact funds and distributes to eligible staff during June/August windows
According to the district's spending plan for TIA funds, 15% of the generated allotment goes to the campus towards compensation for instructional support staff (not office staff or non-instructional positions). Having an accurate list of currently employed campus instructional support staff allows us to (1) determine which personnel qualify for additional compensation through the TIA allotment and (2) distribute that 15% of funds accurately equitably to instructional support staff.
As additional clarification, individual campus support staff do not earn 5%-10% individually. Those percentages of the total allotment are divided among the qualifying staff members and distributed equitably.
