Give students a "tray/bin" to hold their supplies (paper box top)
Have supplies set out and help them go "shopping" for everything they will need.
a time limit helps this move along and not become a play time
You may have to walk around outside (or have things collected earlier), we also went around the school
Once everything is collected they can start tracing out patterns and making sure they have enough fabric, etc.

Depending on how detailed of plans your students have - or how motivated they are - you can have them create actual full dolls, OR flat dolls.

Have all of the dolls on display (can take pictures for a slide show as well).
