In order to ensure Legislators are aware of and address issues of importance to your business and our industry, FRACCA engages a state lobbyist to work on behalf of members. Accomplishments from these efforts have a direct impact on the bottom line of contractors’ businesses.

Tray Batcher is a Partner at Adams and Reese and a board-certified construction lawyer by The Florida Bar, representing clients in all aspects of construction law, including collections, contracts, lien law, bond law, construction defect litigation, OSHA defense, and licensing. His prior background as an estimator concrete and masonry contractor in southwest Florida gives him an in-depth and first-hand experience of the issues facing the construction industry. With that background and the legal skills he has gained in his construction practice, he can consult contractors, design professionals, and suppliers on their business operations and legal needs. The objectives for which this Association was formed are:
Promotion of the Refrigeration, Air Conditioning, Heating and Ventilation Contracting Industry.
Encouraging greater cooperation between this Industry and General Contractors, Sub Contractors, Suppliers, Architects, Engineers, Lenders and other participants in the Construction Industry and the adjacent Associations.
To establish and maintain a representative presence before the state of Florida’s Legislature, Executive Branch, Departments, Agencies, Bureaus, Boards and Commissions as it relates to the activities of this Industry.
To promote the competency and professional image of the members of this Industry.
To organize industry related educational/training programs and to assist Chapters in delivering these programs to their members and their member’s employees.
To assist and cooperate with those Agencies that are responsible for the regulation of this Industry.
To distribute data to members regarding industry standards and practices and to keep our members informed of changes in state laws and regulations.
To provide information concerning the HVAC Industry to the general public.
