About MTSS

The North Carolina Department of Public Instruction (NCDPI) has committed to building a Multi-Tiered System of Support (MTSS) framework to provide academic and behavioral support to serve all students. MTSS will combine RtI and PBIS to support districts and schools to problem-solve both academic and behavioral concerns within districts, schools, and individual students. MTSS is a school improvement framework to meet the needs of all students. MTSS also aligns with NCDPI’s proposed policy change to the definition of Specific Learning Disability to only use an RtI-based approach within a comprehensive evaluation to determine eligibility, thus removing the IQ-achievement discrepancy model in North Carolina for all grades K-12. The NCDPI MTSS 5 year implementation timeline coincides with the SLD proposed policy change timeline.

Alamance Burlington School System (ABSS) has been implementing both RtI and PBIS since 2006. Schools have been trained to implement RtI and PBIS separately and/or combined. In 2010, ABSS moved to a Problem Solving Model (PSM) in an effort to integrate RtI and PBIS systems of supports. As of the 2014-2015 school year all elementary and middle schools have been trained under the Problem Solving Model. This also included a shift from a 4 tiered model to a 3 tiered model to coincide with NCDPI support in 2012. We are excited and ready to begin a district implementation of MTSS across the district.

The ABSS MTSS Implementation Plan involves a cohort training model. Each cohort is listed below with the two year training cycle and schools involved. Please see the cohort pages listed above to access training dates and materials.
