FACILITATED ASSESSMENT OF MTSS

What is the FAM-S?

The FAM-S is an assessment tool that measures school-level implementation of NC MTSS. The purpose of its administration and resulting data is to help school and district-level personnel identify and prioritize implementation steps around the six critical components of NC MTSS:

  • Leadership

  • Building Capacity/Infrastructure for Implementation

  • Communication and Collaboration

  • Data-based Problem-solving

  • Three-tiered Instruction/Intervention Model

  • Data-Evaluation

The FAM-S is intended for use of continuous improvement and should never be used as evaluative.

Most items in the FAM-S were originally developed and validated in Florida as part of the Self-Assessment of MTSS. North Carolina began using the items in 2016 after a diverse group of educational professionals examined each item to determine its accuracy and validity for use in North Carolina. In 2018, stakeholders from across the state reviewed and revised the instrument to include essential features from both NC MTSS and Positive Behavior Intervention and Support (PBIS). The revised instrument, released in 2019, provides the field with an integrated tool which assesses the breadth and depth of academic, behavior and social-emotional supports.


Who administers the FAM-S?

The FAM-S is to be administered by a facilitator external to the school MTSS team, typically a member of the District MTSS Team. An external facilitator allows all school MTSS team members to participate in the discussion and rating of each item actively. Additionally, a facilitator can guide discussions, assist teams in problem-solving, and answer questions as they arise.
