The word "ombudsman" comes from a Swedish word that means "representative of the people."

These days, the function of an ombudsperson is to assist individuals and groups in the resolution of conflicts or concerns. Their role is to be a neutral party to help facilitate informal resolutions to the concerns of their visitors.
