Guidance from 6/11 from DPH on Town Meeting attached below. The simple take away is that outdoor is recommended at this time.
Worth considering that Town bylaw calls for citizen petitions to be submitted at least 45 days before a meeting so it would be preferable to have that window available. This limit was set by Town Meeting so it doesn't appear that the Board can unilaterally waive it to place on warrant as citizen petition. If the Board were to make something it's own article, those can be added up until the point the warrant is signed.
