Marco Benvenuti (1978) is full professor of Institutions of public law at the University of Rome “La Sapienza”. He holds a PhD in co-tutorship with European Label at the University of Rome “La Sapienza” and the University of Montpellier I.  He is also a member of the teaching board of the doctorate in Public, Comparative and International Law at the University of Rome "La Sapienza".  He currently coordinates the Legal-Administrative Reception Service for Foreign Students (SALASS) of the University of Rome “La Sapienza” and holds the “Jean Monnet” module funded by the European Commission “Legal Academy on Immigration & Citizenship in Action (LAICA)”, which follows the “Jean Monnet” module “Comprehending European Citizenship and Immigration Law (CECIL)” from 2017 to 2020.

He is the author of four scientific monographs on the right to asylum, on the constitutional principle of repudiation of war, on social rights and on constitutional challenges of the European integration process, as well as of numerous scientific articles, also in international journals and volumes, ranging from the history of legal thought to multilevel legal systems, constitutional justice and regionalism both in a national and under a comparative perspective. He presented a report in 2017 on “Democracy and Economic Power” at the XXXII National Congress of the Italian Constitutionalists Association, a report in 2020 on “The Financial Dimension” at the annual Congress of the Gruppo di Pisa Association and a report in 2022 on “The Constitutional Consequences of the Russo-Ukrainian War” at the Seminar of the Italian Association of Constitutionalists. He is the co-editor, with Raffaele Bifulco, of the Treatise on Constitutional Law, in five volumes, currently being published by the publisher Giappichelli.

During his career, he organised several national conferences, carried out research activity as National Project Officer of the United Nations High Commissioner for Refugees and coordinated two research projects financed with European Union funds. In 2022 he participated in the drafting of a written opinion presented to the Constitutional Court as amicus curiae by the Academy of Law and Migration in the judgment no. 63 of 2022. He was the rapporteur at international conferences at the Universities of Saint-Etienne, Granada, the Basque Country and Tirana and was several times visiting researcher at the Max-Planck-Institut für ausländisches öffentliches Recht und Völkerrecht of Heidelberg.

In 2015, 2016, 2018 and 2019 he was audited at the Chamber of Deputies and at the Senate of the Republic as an expert on the subject of international missions, military international agreements and immigration law. He was appointed in 2014 as a member of the exam board for the admission to the Register of Lawyers and in 2017 at the Ministry of the interior as a member of the selection board for recruiting 250 officers for the Territorial Commissions for the recognition of international protection and the National Commission for the right of asylum. From 2018 to 2021 he was the Dean of the teaching board of Economics - Site of Latina and is currently Vice Director of the Department of Economics and Law. and Delegate of the University of Rome “La Sapienza” for legal issues in the administrative field relating to the NRRP.
