- 1987-1997 Member of a Scientific Commission of the Italian Ministry of Higher Education for the funding of economic research projects of national relevance.
- Since 1997 Director of the Cooperation and Development Network, http://www-3.unipv.it/cdn/, and founder and Director of the master program in Co-operation and Development of the University of Pavia.
- 1996-2011 Director of the CICOPS, Centre for the Co-operation with Developing Countries of the University of Pavia. In this capacity and for the goal of university co-operation has held missions in Sarajevo(June 1996), Palestine(November 1996), Argentine and Chile(November 1996, October 1997), Iraq (April 1999) plus repeated missions at major international organisations: OECD, IMF, World Bank, UNDP, UNESCO, United Nation University-WIDER(Helsinki) FAO.

- 2012-2017 Project coordinator of the ERASMUSM MUNDUS project DUNIA BEAM -Develop a University Network for Improving move-Ability between Europe and Middle-East, of the European Commission, nr. 2012-2620/001-001 EM Action 2. which involves 9 universities in Europe and 11 in Lebanon, Syria, Jordan and the Palestinian Territories.
