Safety & Security Mill Levy Proposal

The Northern Cass School Board approved a vote for a Safety and Security Mill Levy during the primary election which will be held on June 11, 2024. The would allow the school district to levy up to 5 mills for a maximum of 5 years with the approval of the school's School Safety Plan voted on by taxpayers.

In October 2023, the School Board surveyed taxpayers to gauge interest in the tax proposal which would be a first in the state of North Dakota. We received 117 responses which showed support of over 80% of the property tax payers.

Northern Cass School works with PFM for school district bond measures. They have provided a Tax Impact Calculator which can help taxpayers estimate a potential tax impact. Below is a link to open a Microsoft Excel worksheet that will provide an estimated tax impact for both residential, commercial or agriculture property.

Northern Cass School acknowledges the the tax value for ag land varies widely across our school district.

One parcel from each township was selected to calculate the estimated cost per acre and annual impact based on the True & Full Value.

Northern Cass School would be the first district in the State to implement this unique funding opportunity. 

Currently the Northern Cass School District Taxable Value is $28,957,350 (includes properties located in Traill County)

5 Mills Allowed for the Safety & Security Plan would bring in approximately $140,000 the first year (collections starting January 2025)
