Frequently Asked Questions: This page contains answers to common questions of students and parents.
1. What is ESL?
ESL stands for English as a Second Language. English as a Second Language is a service provided to students for whom English is not a first language and who are gaining proficiency in the English language. ESL services address the academic and language needs of these students to help them acquire and develop mastery of the English language. ESL is considered Tier 1, a service, not a MTSS intervention.
2. What are ELLs , ELs, and MLs?
ELLs/ELs/MLs are English Language Learners/English Learners/Multilingual Learners that qualify for ESL services.
3. What's the difference between ELs and FEPs?
ELs are English Language Learners that qualify for ESL services as identified by testing. FEPs are Fluent English Proficient students as identified by testing and do not qualify, or have EXITED ESL services.
4. What does "Never Identified as EL" mean?
The student was tested and scored too high on the W-APT screener test to receive ESL services.

6. What does an ESL/ML teacher do?
I meet the needs of students in the following areas:
English language acquisition
Cultural acclimation
Cultural pride and self-worth
Cognitive Academic Language Proficiency (CALPS) through active learning of content
Advocate for social and academic needs
Community Connections/Resources
I ensure that:
The rights of ELLs are honored and their needs are met.
The concerns of parents are validated and addressed.
The procedures for eligibility for New Hanover County's ESL services are clear, fair, and consistent.
ELLs receive appropriate instruction based on each person's individual needs.
Student progress and data is monitored, documented, analyzed, and filed in cumulative folders .
7. How are students determined ELs/MLs?
a. Home Language Survey Information Completed on Scribbles
(if anything other than/in addition to English is recorded, we research)
b. WIDA Screener (initial screeners that determines whether a student qualifies or not based on his/her score)
C. If a student qualifies, he she is identified as English Learner (EL) or Multilingual Learner (ML). ELs and MLs can be used interchangably.
Teachers will determine the student's service level (intensive, supportive, or transitional) based on his/her Screener scores and other information.
d. Each year all EL students take the WIDA ACCESS test to evaluate their English Language Proficiency. They are then monitored for four years following exiting ESL.

3. ¿Cuál es la diferencia entre EL y FEP?
Los EL son aprendices del idioma inglés que califican para los servicios de ESL identificados por las pruebas. Los FEP son estudiantes con fluidez en inglés identificados por las pruebas y no califican o tienen servicios de ESL EXITADOS.
4. ¿Qué significa "Nunca identificado como EL"?
El estudiante fue evaluado y obtuvo una puntuación demasiado alta en la prueba de evaluación W-APT para recibir servicios de ESL.

Los ELL reciben instrucción adecuada según las necesidades individuales de cada persona.

7. ¿Cómo se determinan los estudiantes ELL?

b. WIDA Screener (evaluadores iniciales que determinan si un estudiante califica o no en función de su puntaje)
C. Si un estudiante califica, se le identifica como Aprendiz de Inglés (EL) o Aprendiz Multilingüe (ML). Los EL y los ML se pueden usar indistintamente.
Los maestros determinarán el nivel de servicio del estudiante (intensivo, de apoyo o de transición) en función de sus puntajes de Screener y otra información.
d. Cada año, todos los estudiantes EL toman el examen WIDA ACCESS para evaluar su dominio del idioma inglés. Luego son monitoreados durante cuatro años después de salir de ESL.
