Read to Achieve is a new initiative in North Carolina that is a part of the Excellent Public Schools Act. Under this state law, all students who are not reading at grade level by the end of third grade will receive special help and interventions for reading. Student reading levels will tested in numerous ways, such as the Read to Achieve test, Reading Portfolios and TRC scores.
