ARTICLE I – NAME
The name of this organization shall be the MAGEE PARENT TEACHER ORGANIZATION.
ARTICLE II – OBJECTIVES
The Magee PTO is an organization set up to work positively at contributing to the learning experience of our children. This will be done by parents, teachers and administrators working together at learning and at growing.
The Magee PTO seeks to promote the well-being of students in home, school, and community.
The Magee PTO seeks to support the staff of Magee School as needed.
ARTICLE III – BASIC POLICIES
The objectives of this organization shall be promoted through activities directed toward involvement of parents, teachers, and students. These activities shall be governed and qualified by the basic policies set forth in this article.
This organization shall be noncommercial, nonsectarian, and nonpartisan.
The organization shall work with the schools to assist in providing quality education for all students.
This organization may from time to time take a position relative to issues that affect the Kettle Moraine Public Schools and communicate this position to the school board.
In the event of the dissolution of this organization the assets of the Magee Parent Teacher Organization shall be turned over to the administrator of Magee Elementary School, to be used for educational purchases determined by the Magee staff.
ARTICLE IV – MEMBERSHIP AND FUNDS
All parents of children enrolled at Magee Elementary School and teachers employed at Magee Elementary School are members of the Magee Parent Teacher Organization.
Other than basic operating expenses, all funds of the Magee Parent Teacher Organization shall be used for the improvement or enhancement of education in the Kettle Moraine Public School system.
Nonbudgeted allocations over $50.00 must be approved by the executive board.
All funds collected for the PTO general fund may not be disbursed or designated to a specific committee or other fundraising body prior to a vote at the next regular PTO meeting. (February, 2008)
ARTICLE V – OFFICERS AND THEIR ELECTION
The officers of this organization shall be a President/Co-Presidents, and/or a Vice President, a Secretary, and a Treasurer. (04/2008)
Nominations shall be made by any member of the Magee PTO to the Magee PTO secretary. Individual can nominate self or another individual. Candidates will be contacted to verify interest. (04/2008)
Elections will be conducted after the April PTO meeting using a by-proxy ballot. Ballot collections will run for one week. Ballots will be counted by Magee PTO secretary, parent volunteer/appointee and one staff member. New officers will be contacted, be present at the last PTO meeting of the school year and assume duties of the office at the close of said meeting. (04/2008)
Vacancies in offices shall be filled by appointment of the Executive Committee or until such vacancy can be filled by special election.
ARTICLE VI – DUTIES OF OFFICERS
The President/Co-Presidents shall preside at all meetings of the organization and of the Executive Committee, and shall be a member ex-officio of all committees except the nominating committee; shall appoint chairpersons of standing committees, (Fundraising, Popcorn, School store, Sunshine, etc.) and special committees; and shall perform all other duties usually pertaining to the office.
The Vice-President shall perform the duties of the president in the absence of that officer and serve as program chairperson.
The Secretary shall keep a correct record of all meetings of the organization and of the executive committee and shall perform such other duties as may be delegated to that office.
The Treasurer shall receive all moneys of the organization and shall keep an accurate record of receipts and expenditures; and shall pay out funds only on the approval of the Executive Committee. The treasurer shall present a statement of account at every meeting of the organization and at other times when requested by the executive committee; and shall make a full report at the end of the school year.
The PTO President shall serve a one year term on the Executive Committee immediately following end of PTO Presidential term to assist new President(s) in new role. The individual will have no board voting authority. (06/2011)
ARTICLE VII – MEETINGS
Regular PTO meetings of this organization shall be held as designated by the executive committee.
Any member of the Magee Parent Teacher Organization is eligible to run for and serve on the executive committee.
Motions shall be approved at any regular meeting of the organization by a majority vote of the members present and voting.
Chairman of standing committees will give reports at regular PTO meetings when available.
ARTICLE VIII – EXECUTIVE COMMITTEE
The Executive Committee shall consist of the officers of this organization, the chairpersons of four standing committees, one faculty representative (or designee), and the principal of Magee School (or designee).
The duties of the Executive Committee shall be: to transact necessary business between organization meetings and such other business as may be referred to it by the organization; to present a report at regular meetings of the organization, to approve unexpected monetary allocations as needed based on quorum approval.
Meetings of the Executive Committee may be called by the President or a majority of the committee, and a majority shall constitute a quorum.
Each Executive Committee member present shall have one vote.
ARTICLE IX – AMENDMENTS
These bylaws may be amended at any regular meeting of the organization by a majority vote of the members present and voting, provided notice of the proposed amendment shall have been given at the previous meeting.
A committee may be appointed to submit a revised set of bylaws as a substitute for these bylaws only by a majority vote at a meeting of the organization, or by a two-thirds vote of the Executive Committee. The procedure for action on amendments in section one should them be followed.
ARTICLE X – PARLIMENTARY AUTHORITY
To ensure the rights and power of the total membership of the PTO, our parliamentary authority will be the Revised Roberts Rules of Order.
MAGEE PTO GUIDELINES
Open Records
– Magee PTO, its committees and subcommittees have an open record policy in regards to financial information, meeting minutes, meeting agendas and other pertinent communications. Any Magee parent or staff member may access those records by making a request with one of the PTO officers. The records may then be reviewed in either the Magee staff lounge or conference room in the presence of the/a Magee PTO officer. (February, 2008)
Committee/Teacher Purchases
– Receipts for purchases made to support committees and classrooms must be submitted to the PTO Treasurer for reimbursement no later than
June 30th of the end of the school year in which the purchase was made. Receipts submitted after this date cannot be reimbursed. (January, 2009)
Raffle Procedures as pertains to Class B Raffle License
– All Magee PTO raffles need to be planned and confirmed with the Gaming Chair 90 days in advance. The event chair will be given a set amount of raffles depending on size of the event. A bucket raffle counts as one raffle even though several items may be offered. If the annual limit of raffles is exhausted, (200 per license, per calendar year), a silent auction option could be used. A silent auction does not need licensing. Gaming Chair will make final decision as to type of raffle.
All requests for donations PRIOR to soliciting needs to be communicated with the Gaming Chair to ensure that we do not duplicate requests and jeopardize future donations. Donation request(s) should be recorded for future event and Gaming Chair reference.
Roll-type raffle tickets may not exceed $10.00 in cost per ticket. Roll-type raffle tickets may not be sold prior to the day of the event.
The original or a copy of the raffle license certificate shall be displayed at the place where the raffle drawing is conducted and at all times during the conduct of the raffle so as to be easily readable by any person at the drawing.
By agreement between the Gaming Chair and event chair(s), it will be determined if winners need to or do not need to be present to win/claim a raffle item. Prizes not claimed by the winner at the end of the event will be secured in the Magee conference room or other secure room for distribution to the winners the week following the event. If presence of winner at time of drawing is not necessary, all winners not present at time of drawing are to be contacted that day to schedule prize pick up.
All donor names, addresses, phone and email as well as description of donated item and value must be submitted to Gaming Chair no later than 2 weeks after the close of the event.
Each event chair holding a raffle approved by the Magee PTO Gaming Chair shall submit a list of the names and addresses of all persons winning prizes, especially those individuals winning a prize with a retail value of $100 or more, to the Gaming Chair no later than 2 weeks after the close of the event.
